Get Real About Bakersfield City Pensions

By Dr. Adrian Moore | 06/24/09

I had this column in the Bakersfield Californian last week: City worker pensions in Bakersfield present a major budgeting challenge, but not an insurmountable one. In 2000 and 2002, changes in state law allowed state, county and city workers to get more retirement benefits, and get them earlier. The changes dramatically increased pension benefits. Someone who worked for the government for 30 years would now get an amazing 90 percent of his... read more »

More Evidence that People Want to Live in the Countryside

By Dr. Adrian Moore | 06/24/09

A new report from the Census Bureau shows that as much as the busybodies of the nation want everyone to live in an apartment above a store in some city, where people are moving to is the countryside. According to the report, "U.S. outlying counties grew faster than central counties, 13 percent compared with 7.8 percent." Hat tip to Wendell Cox for pointing out this report.  He also points out that: The report goes on to compare... read more »

Drumbeat for Federal Bailout of California Continues

By Dr. Adrian Moore | 06/24/09

The easy way out of fiscal crisis for California has always been a federal bailout. Why should the state take on more debt it can't afford when the federal government is doing so on such a massive scale? A long string of calls has sounded for a federal bailout (like here and here) even though it is not a very popular idea nationwide. A federal bailout would only feed the state's spending addiction, while at the same time ensuring that we need... read more »

By Dr. Adrian Moore | 06/18/09

A breaktrhough at last for sunshine in Sacramento.  Existing "public information" on bills in the legislature, voting records, etc. have long been byzantine and user unfriendly.  Now a successful lawsuit will force leg counsel to make their much better database public. read more »

Cutting State Workforce, But Raising Taxes

By Dr. Adrian Moore | 06/10/09

Many states are reacting appropriatly to the economic downturn by cutting their workforce, even accounting for "stimulus" spending. Already, 16 states downsized their staffs in fiscal 2009, which for most ends on June 30, according to a report last week from two state industry groups. Another 17 states are planning reductions for fiscal 2010. Some 17,000 state workers have lost their jobs and another 98,000 layoffs have been... read more »

Special Election Scare Tactics Continue

By Dr. Adrian Moore | 05/08/09

If our state "leaders" really were leaders, they'd be doing the responsible thing right now, working hard to find the cuts needed to keep the budget whole within the revenue tha is actually coming in.  But there is none of that going on. Instead they are entirely focused on scaring voters into approving the tax and borrowing increases on the special election ballot. Or just lying low. The latest is dire projections of the need to... read more »

Stimulus Accountabily Breaking Down Already

By Dr. Adrian Moore | 04/09/09

On Hit and Run, Nick Gillespie has this disturbing post about emerging evidence of lack of accountability already showing up in stimulus spending.  Starting with: The federal government will soon send more than $300 million in stimulus funds to 61 housing agencies that have been repeatedly faulted by auditors for mishandling government aid, a USA TODAY review has found. read more »

It's HOW You Spend Education Money That Counts

By Dr. Adrian Moore | 04/08/09

The LA Times interviews US Berkeley prof W. Norton Grubb about his new book The Money Myth: School Resources, Outcomes, and Equity.  I don't agree with everything he says, but at least he is talking about the right stuff.  It is common sense in every other walk of life that the FIRST priority is spending resources right. The SECOND is focusing on more resources. Our education system has had that backwards for too long. read more »

State Cannon Manage What it Has, But Wants More

By Dr. Adrian Moore | 03/26/09

A new report from the CA Bureau of State Audits shows, once again, that state leaders have no interest in managing the property the state owns, let alone selling the billions of dollars worth of excess and uneeded state property.  But they have no problem asking us to vote in May on a huge set of tax increases. Same old story.  "Don't bother us about how we spend the money you already send us! Just send us more. Or else we will... read more »
