Moonlighting

I was reading the comments to the post about County Assessor Greg Smith below and read Richard Rider's comments that firefighters (and presumably any other city workers) are allowed to moonlight. So let me get this straight - we've all seen the salaries of firefighters, and you can argue all day and all night whether they are too high or not but I've not heard many arguments that they are too low, and the city lets them moonlight? Do we pay if they get hurt at that other job? Do they have to ask permission, like I would have to, to take another job? Are there limits on what jobs they can take (I always assumed they worked 10 days a month to allow them downtime)? Do they have to disclose income? With combined income, what really is the income of a firefighter, or any other city worker that moonlights?
