From the Ethics Complaint filed against Maggie Houlihan, Encinitas City Councilperson, and Keith Harold, treasurer for the Friends of Maggie Houlihan candidate committee:

Dear Ms. Straine,
Pursuant to California Government Code Section 83115, I respectfully request that you
commence an investigation regarding and take administrative and/or civil action against Keith Harold, treasurer for the Friends of Maggie Houlihan candidate committee and Maggie Houlihan, a member of the Encinitas City Council, for alleged violations of Section 87300 (Political Reform Act of 1974, as amended) ("Act").
The violations alleged go to the very essence of the Political Reform Act of 1974, as amended ("Act"). As set forth in the "purposes" of the Act, "..."Receipts and expenditures in election campaigns should be fully and truthfully disclosed in order that the voters may be fully informed and improper practices may be inhibited." The documents enclosed clearly show a pattern of completely ignoring disclosure laws and either withholding information required to be disclosed prior to an election or waiting until long after the election is over to file amendments and disclose it.

YIKES!
Why the heck hasn't this been in the local newspapers, and why the heck hasn't the state taken decisive action to determine if these allegations are true or false?!?!?!?!
Why hasn't this moved forward? Is this a case of the Sacramento political class protecting one of their favored daughters? Ms. Houlihan has been in Sacramento to lobby on behalf of having the state make a criminal of anyone who doesn't spay or neuter their dogs by age 4 months.
It has been in the papers, previously posted here, and the FPPC is investigating it.
Where there is smoke there is sure to be a fire.
Houlihan suffers from a chronic case of spasma. I would love to see her go.
Now Mike, if your wisdom was true, Mayor Stocks would be a charcoaled cheese crisp. Smoke fills the room when he walks in.
