he 2008 Power Rankings by Knowlegis, an analysis and rankings of power in Congress, were released today on Congress.org. Knowlegis is a company that provides data and software to lobbyists to enhance their effectiveness at interacting with elected officials.
Knowlegis first released Power Rankings for the 2005 calendar. This new update reflects congressional activity from January 1 - December 31, 2007. Knowlegis staff collected data in four Power Categories for evey Member of Congress. The results are online at Congress.org and include the Power Ranking and Power Score for every Member of Congress. The public and the media are also able to search and organize lists to view rankings by state, committee, membership, tenure (class in Congress), or Power Category.
A couple of interesting notes, first, Rep. Hunter, a Republican, is the highest ranking member out of the congressional delegation and has actually gone up in the ranking compared to last year. Rep. Davis is only one spot ahead of Rep. Issa after a signficant drop-off from where she was ranked last year.
The one thing that these ranking don't take into account that I think should is appearences in the media. While not having a tangible effect on Congressional workings, the ability to shape public perception can oftentimes change and dictate how public policy will eventually come out of Congress - witness last summer's immigration debate. One would have to think that if media participation were taken into account, Reps. Bilbray, Hunter and Issa would move up in the rankings.
Here are the rankings for the San Diego Congressional Delegation:
- Rep. Darrell Issa (CA-49) - 285th overall, 85th among House Republicans, Last year ranking - 231th
- Rep. Brian Bilbray (CA-50) - 410th overall, 177th among House Republicans, Last year ranking - 381st
- Rep. Bob Filner (CA-51) - 205th overall, 163rd among House Democrats, Last year ranking - 220th
- Rep. Duncan Hunter (CA-52) - 129th, 8th among House Republicans, Last year ranking - 197th
- Rep. Susan Davis (CA-51) - 284th, 200th among House Democrats, Last year ranking - 180th
