Longtime TV consumer reporter Marti Emerald has given in to pressure from her main opponent in the race for City Council, agreeing to identify all contributors to her campaign.
In her campaign reports, Emerald had not identified all contributors under $100 (which the law does not require). The report contained $4,371 of unlisted donations.
Not only will she now identify them, she said, she will sponsor a city law requiring it in future races.
Rival April Boling, who seeks to cast herself as an open government advocate and campaign finance reformer, disclosed all her donors in her filing. They included physician Margaret M. Brannigan ($50) and retired educator Carol August Butler ($70). Boling issued statements Feb. 6 and Feb. 21 chastising Emerald for not doing the same.
TaxpayersAdvocate.org, an organization run by Scott Barnett, joined in the fray, taking Boling's side. Barnett was the one-time president of the Lincoln Club, a Republican donor group, and Boling is a Republican. Emerald is a Democrat.
Emerald said her staff contacted all the small donors before listing their names, hence the delay between when Boling issued the challenge and when the amendment is filed. She said she will file a new report today.
"The bulk of them said, 'that's terrific,' and have even increased their donations to us," Emerald said. "I guess in this case, open government really does pay. We were able to raise an extra few thousand dollars through the process."
If elected, Emerald said, she will introduce an ordinance to require disclosure of all donations less than $100 in all city races.
Boling, meanwhile, stands by her criticism of Emerald's campaign filing.
"We've had a City Council that has continued to dance up against what is legal. I believe whether or not something is a legal requirement, full disclosure is appropriate," Boling said.
The two are running on the Jan. 3 ballot to replace San Diego Councilman Jim Madaffer, who has reached his maximum time under term limits. Madaffer's District 7 represents Miramar, Tierrasanta, San Carlos, Rolando, Del Cerro and Oak Park.


Not the quote I would have expected from a woman who spent 20 years in the media.

Kudos to April for pressing for full disclosure. This just shows Marti isn't ready for prime time by being unaware of the need for full disclosure. Question: Did April call for full disclosure of IEs too, and will Marti demand all of the labor unions that endorse her to provide full disclosure too? It is the labor unions IEs that are the most flagrant abusers of avoiding full disclosure.

Donna Frye gave $200...how can Marti be a trouble shooter and claim "It’s time to clean up San Diego politics" on the first line of her website under "Issues/Ethics" when she is taking money from the council that put us in this mess? Absurd.

Ed Mracek should be removed from the Lincoln Club Board without delay. His actions are in direct contradiction to the goals of the Club.
Joe Voter- If Ed is removed, so should Dan Hom. He actually MAXED OUT to Marti. Both are bad moves.
But then again, Dan brags about doing stuff for both sides all the time.
Its pretty clear Emerald was trying not to show the various BIG LABOR and LIBERAL POLITICIANS who support her campaign.
Is this an example of the type of councilwoman Emerald would be? Dont do the right thing until pressed?

I agree Dan Hom should also be removed. He is a lost cause but at least he's blatant about it, not trying to hide with a $99 contribution. Mracek thought he was being clever.
The Lincoln Club will never accomplish its task of trying to get fiscally responsible leadership at the various levels of government if its own board members show blatant disregard by donating to those who want to spend money we don't have.
Most of the above donors were already disclosed in Marti's regular filing. They gave over 100 and were reported. The majority of the under 100 were rank and file 25 and 50. What a manipulation of facts.
Karen, it's been a long journey from conservative D. Issa to giving money to liberal Democrat Marti Emerald. Say it ain't so... you broke my heart.
As to Dan Hom I say lay off. He's always been honest about representing the Asian community and in contributing to both sides.
And to "LETS BE HONEST" above -- if these donors dont look bad, then I have a hard time figuring out why Emerald wouldnt just roll them out right away not after two weeks of pressure. It doesnt take that long to make the calls.
I did indeed give to Marti and it was no secret as I gave an amount that would be made public. This donation has been on the books for some time now. It is also no secret that I've been a fan of Marti's for years.
Nothing against April as she is a strong, ethical candidate however, Marti has been a champion for the little guy and very supportive of our police which I've admired her for. However, let's be fair; holding Marti to the - be public rule- is I think is a bit much- I can give you a long list of Republicans that I've work for over the years that never listed their 99 donors. Call Marti out on an issue that has real substance or call out all the other R's that have done the same.

Regardless of his honesty, when you make a commitment to a Board, such as Dan Hom did, it becomes an obligation to represent that group of people. Dan is an adviser to the 400 members of the Lincoln Club. If he wants to be a strong advocate of the Asian community that is fine. But then he needs to be realistic about his other commitments as well.

Now I found Karen's comments interesting.
Does she mean she has been a fan of Marti Emerald 'troubeshooter'
Or does she mean she has been a fan of Marti Emerald liberal politician (higher taxes, gay marriage, endorse Clinton, anti-war et al)?
I dont remember all those republicans running on transparency, btw. Emerald is.

Normally your comments about not having to disclose $99 donors would be valid.
However, Marti Emerald has made transparency an issue in this particular campaign, and therefore the calls for her to disclose "hidden" donors was warranted.

Just a personal fan of hers over the years. I think she has done a lot good by being the Trouble Shooter and I would expect the public to have great expectations and hold her accountable by her own standards. As I said, I appreciate her strong support of law enforcement. Getting back to the outing of donors, what may happen here, is that by listing the Republican donors you are actually giving permission for other R's to consider her, which I'm sure was not the intention. . I doubt my donation would sway anyone. However, a Lincoln Club member might carry some influence. Again was this really a wise political move.
I would think that by 'outing' a single donor the rumors that the Emerald campaign has been spreading about having a host of Lincoln Club Boardmembers as $99 donors is pretty much shut down.
I thought "her own standards" would be transperancy? If we were talking about a bunch of little old ladies, that is one thing. But what was opened up was a box full of labor union insiders and liberal Democrat politicians.
I remember meeting Karen Prescott when she first started in politics. She was a volunteer for then senate candidate Darrell Issa, as was I. We both gathered signatures to put Darrell on the ballot.
In those heady days she was a christian conservative. I can't say that I knew her well, but her affiliations were clear.
If what this blog is reporting about Emerald is even mildly true, Id imagine she's against the death sentance, against 3 strikes, more prisoners rights... you get the idea. Not exactly what I would consider law enforcement's friend. She may be a friend of the law enforcements unions, that may be true.
Anyway, it's been a long 7 or so years and people change.

Interesting points. Only one problem though - the City Council has absolutely no authority over the death sentence, three strikes or prisoner rights.
What the City Council can ensure is that there are enough police on the street to keep us safe and that after spending our hard-earned money to train these police officers, we also pay them enough to retain them. On these issues and others that actually are the responsibility of the Council, Marti is head and shoulders above her competition.
Horatio Algier, you really want to put a very liberal democrat in charge of spending our hard earned money? I would rather put a fiscally responsible honest open experienced accountant in control of my money, you know, someone who knows how to spend as little as possible while getting the most for it. The fact is that Boling would put and keep the same number or more trained police officers on the street as Emerald, and she would do it for less, and best of all, she would stop spending our money there. Maybe I just like my hard earned money a little to much and I keep this crazy idea that I want to choose how I spend it and not just hand it over to people like Emerald who will spend it for me because they think they know what is best. Basically, you summed up the entire race, all those political positions people argue about do not really matter as much for the city council, not that Emerald wins there either, what matters for the city council is MONEY. So who would you rather put in charge, a television "troubleshooter" or someone with an honest record of experience handling money extremely well?

I assume by your your choice of name, you find it appropriate to label all who disagree with you as a communist. I find that to be childish and not at all constructive. I work hard, pay a considerable amount in taxes and enjoy the benefits those taxes bring (police and fire protection, roads to drive on, clean parks and beaches, recreational activities for my children, etc.)
If I was selecting a City Accountant, I would vote early and vote often for April. However, City Council, like every other legislative position, is a political one. I don't care how smart you think you are, if you can not convince four of your colleagues to go along with you, your ideas are of no value. April has been appointed to numerous task forces and committees that have made dozens of recommendations on how to improve this City. Many of the ideas were quite good, but she has proven to singularly ineffective in having them enacted. I don't see how that would change if she was elected.
The bottom line is that while April was meeting and talking and issuing reports, Marti was solving real problems for real people. I trust that she will be able to do the same as a council member.
