SBPD Lt. Scott Paterson: Schills for Chief Billdt & Conceals Role in Operation Phoenix Molestation Scandal

The Operation Phoenix molestation scandal is once again reaching a full boil with new revelations that a key witness wasn't interviewed by authorities for five weeks despite being identified in pornographic pictures taken in a city parks recreation center with an unidentified female of unknown age.
When queried by San Bernardino Sun reporter Robert Rogers, Lt. Scott Paterson issued your typical "no comment" comment, before launching into a tirade in defense of Chief Mike Billdt and railing against "cowards" throwing "stones in the dark".
Putting aside the deification of Chief Billdt with the effusive praise that is so over the top one is left to ponder if Paterson was able to keep a straight face in the process, Lt. Scott Paterson conveniently fails to disclose the fact that he is the lieutenant overseeing the Operation Phoenix investigation.
It is my understanding that Lt. Paterson is also looking to be promoted to captain and may have already tested for the position or be in the process of preparing to test for the position. If I am mistaken, I believe someone will step forward and correct the record.
Let us return to this praise heaped upon Chief Billdt by the department spokeshole. Obviously, Lt. Paterson would never put his name to any critical comments, assuming he had anything critical to say. That would be too cowardly.
Chief Billdt is arguably the least qualified police chief in the Inland Empire. Chief Billdt has credibility issues where he lied to the city council on at least two separate occasions. Throw in the fact that the chief has absolutely no plan for succession and never taken any time to cultivate a strategic plan to fight crime, is it any reason things are in chaos.
Our chief, making about $200,000 a year, apparently doesn't have the time, experience or skills to craft his own plan to fight crime. Instead, we are left with an amalgamation of documents and strategies from the Valles administration and the previous police chief. Don't take my word for it. The document is still on the website...except they made one change. Now it is labeled as being effective all the way until 2009.


Rumors around the station is that Lt. Boom is next in line to be promoted to captain. With the Chief’s new “reorganization”, he was able to secure funds for a new captain’s position. Even though he tried to take money out of my paycheck and tried to get me to give up money from my uniform allowance and has allowed numerous non-sworn personnel to be cut, Billdt always takes care of “his guys”.
Take a look at Mankin! He was certified to Assistant Chief and then promoted to Assistant Chief knowing that he had a year or less time to serve the city. Billdt simply wanted to pad his crony's retirement. Then Mankin all of the sudden is gone on a medical just in time for Billdt to take care of his old roommate Walt Goggin.
Then Scott Paterson wants to defend the Chief and talk about these poor employees that are being fired. Why doesn't Paterson talk about the waste of taxpayer money on managers up top by Billdt. If Billdt wasn't doling out favors to his "guys", maybe some of these fine staffers wouldnt be in the unemployment line.
The recent investigation into Lawrence is jeopardizing Boom’s zoom to the top!
Boom oversees Lawrence. Without a doubt, Paterson senses blood in the water and thinks Boom’s chance to be promoted is in trouble. It is going to be tough for a lot of folks up top to explain Lawrences record of misconduct. Like I said though, he is one of “Billdt’s guys”. Is it any wonder The Chief wants to keep the investigation internal? You are right when you say that Lt. Paterson is in line for promotion. In SBPD, there are two sides, Billdt’s side or the dark side. Billdt’s cronies are rewarded and those who don’t fit the mold are punished or retaliated against. Billdt’s web of corruption encourages managers in the dept. to think about themselves first.
It makes me want to puke when I see my fellow officers tarnished because of the corruption at the top of the dept. When Billdt is gone, a lot more people will speak up.
