San Bernardino's Phantom Budget Crisis

We are told that San Bernardino is facing a 15-20 million dollar budget deficit. We are told it is dire, bleak.
We are told that some employees have been laid off and more will follow.
We have cut approximately $3 million from the police department's budget We have left vacant several officer positions on top of these cuts.
We are told that the City needs more cuts in the police department to balance the budget.
We are told that crime is the number one issue in this city.
So, what do we get? A new interim director of code enforcement to the tune of $65 an hour!
This post is not designed to bash Wayne Harp. Don't know the man and by all accounts, he seems to be qualified in the eyes of our elected officials. Truth be told, I hope he can improve our community.
I am writing as an angry taxpayer, compelled to ask why we must shell out our limited funds for an interim director. I really do not believe that in times of a supposed budget crisis that we need an interim director of code enforcement. Either fire Glenn Baude and hire an interim director or elevate Marianne Milligan to interim director while Baude is on leave.
I find it unacceptable and unconscionable that we are taking police officers off our streets and creating more executive/management.
If Marianne Milligan is incapable of handling the duties of being the interim director, why are we paying her a six figure salary to be an Assistant Director of the department? Absolutely boggles my mind that Mayor Morris would endorse her candidacy for City Attorney and then pass her over for the spot of interim director.
I believe this is a stunning indictment of her job performance and a very telling sign.
Finally, if Glenn Baude did something enough to merit being placed on leave to the extent that a "temporary" director must be found, why doesn't the city fire Baude? I don't necessarily believe the city should fire Baude, I am just trying to understand why the city is going through the time, energy and expense to select an interim director?
Clearly, Baude's days are numbered.
