Shocking Revelation in Operation Phoenix Molestation Scandal

Up to this point, it was presumed that someone at City Hall alerted the San Bernardino Police Department regarding the allegations of molestation contained in the June 27th email exchange between Kevin Hawkins and Glenn Baude.
While many have been critical of the pair for not immediately reporting the matter to authorities and not placing Mike Miller on administrative leave, the criticism was somewhat softened by the notion that although it may have been late, at least it was done.
In the words of the immortal Lee Corso, "Not so fast, my friend!"
It has come to light that the San Bernardino Police Department wasn't notified by any city employees, including Glenn Baude or Kevin Hawkins. This is a shocking revelation. Apparently, a county worker or someone affiliated with Child Protective Services "dropped the dime".
It could possibly be argued, that had this not occured, not only would Mike Miller still be presumably working at the center and not in jail, but possibly engaging in continued sexual misconduct with a minor (allegedly).
Mayor Morris & Company contend that they first learned of the molestation accusations on Wednesday morning the day after SBPD was notified. If these facts are true, it suggests that Mayor Morris may in fact not have known about these allegations and that he was completely in the dark. As difficult as it is to imagine that the Mayor would not be informed about these serious concerns, the revelation that an outside party contacted the police department makes it more plausible.
Had the SBPD been contacted by someone from the city, it would seem to be almost laughable to suggest that the Mayor was out of the loop and informed a day after the police were notified.
Mind you, I still find it difficult to believe that Mayor Morris would have been left in the dark and completely unaware of the fact that Mike Miller was engaging in this severe misconduct.
Ultimately, it is jaw-droppingly shocking to learn that the authorities might never have been contacted by any of Miller's supervisors. That is incredible.
Some key questions need to be asked of Glenn Baude and Kevin Hawkins:
1. Did he alert or inform anyone else about the allegations of sexual misconduct learned from the June 27th email? If he did, who? If he didn't, why not?
2. Glenn Baude's response to Kevin Hawkins demonstrates that Baude & Hawkins knew of Miller's involvement in the "BB gun wars" at some point before this email exchange. When did they first learn about this incident? Were they aware of the other matters outlined in the July 8th memo?
A. Did they report this incident to Mayor Morris or anyone else? If not, why?
B. If they knew about the other matters, did he report those to Mayor Morris or anyone else? If not, why?
For Glenn Baude specifically:
3. Glenn Baude suggests in the email that Mike Miller should be disciplined for the "BB gun wars". If he believed Miller should have been punished, one would think that mere allegations of sexual misconduct/molestation would result in Miller being put on administrative leave, immediately! Yet, Glenn Baude allowed Miller to continue to work at the center even up until the day of his arrest. Why didn't Glenn Baude put Miller on leave and when, if ever, did Baude speak to or confront Miller about these allegations?
For Mayor Morris:
4. How could you possibly be this "out of the loop" for several months? Is it possible that you would not be emailed or informed about these incidents involving Mike Miller?
5. Center Manager Tyrone Traylor was put on paid administrative leave in May, presumably due to his involvement in the "BB gun wars". Were you not informed about this disciplinary action? Did you not ask for any details regarding these incidents? Surely, a cursory examination would have revealed that Miller was also involved?
6. Assuming that it is true and that you were really this far "out of the loop", it is fair to ask for a thorough investigation. However, isn't enough known about the failure of several subordinates to communicate these events to warrant some form of preliminary punishment? To date, not one person in the chain of command has been disciplined in any way. Regardless of what the rest of the investigation discovers, their failure to keep you informed about these matters is fact (taking you at your word)! Surely, this in and of itself warrants some sort of response on your part?
