Operation Phoenix Timeline Becomes More Clear, Disconcerting

The San Bernardino Sun is running a story today that sheds new light on the Operation Phoenix timeline, raising new questions with each stomach churning revelation.
What is clear now is that Mike Miller had repeatedly violated protocols, demonstrated errors in judgment and crossed lines that should have never been crossed long before his arrest on July 3rd. Shockingly, these numerous offenses never merited any disciplinary action on the part of his supervisors or Mayor Morris.
The Sun was a leaked a memo written after Mike Miller's arrest outlining these events.
March 14: Miller admits "to concealing evidence of a staff member submitting falsified injury and incident reports as well as his personal involvement with shooting BB guns at staff at both the Phoenix Center Central and the Hernandez Center" for about three months.
March 15: Miller falsifies an employee's timesheet to conceal the BB gun incident.
March 20: Hawkins directs Miller to provide proof that a $1,200 donation was spent properly. Instead, Miller reportedly complains to union leaders.
April 7: Martin-Robinson concludes Miller did not provide sufficient proof regarding spending of the $1,200.
May 16: Miller reports that a city employee attacked and choked a child under his care at the Operation Phoenix Center. Surveillance tape shows no evidence of an attack.
May 22: Miller admits to turning off the surveillance tape at Operation Phoenix Center West two days before a flat-screen television was stolen.
June 4: Hawkins says that after discussion with Baude and City Manager Fred Wilson, Miller should be transferred immediately to Baude to eliminate "dual reporting" and to hold Miller accountable like other parks employees.
June 18: Miller and Curtis Brown announce Miller's transfer to Operation Phoenix.
June 19: Hawkins asks for a recommended disciplinary action report on Miller. He says he will forward it to Miller's "new supervisor."
June 27: Martin-Robinson, Hawkins and Baude receive information about Miller taking females to lunch and possible sexual involvement with minors.
We now know that Miller was involved in months with these "BB gun" wars. In mid-March, Miller admits to engaging in this activity. To who exactly is uncertain. We know from an earlier write-up by Robert Rogers, that City Attorney Jim Penman wasn't aware of these antics until May!
There are some issues with misuse of funds on the part of Miller. Then there is a disturbing account about Miller turning off surveillance cameras two days before an expensive television is stolen. Irony of ironies, I do not recall a press release from Operation Phoenix announcing that it itself had been a victim of crime!
The suggestion is that perhaps the surveillance cameras were turned off to cover up the stolen television. However, they could have just as easily been turned off to cover up alleged molestation and/or the theft.
All of this happened at around the time that Tyrone Traylor was placed on administrative leave. Whereas before, there was some suggestion that Traylor's leave was related to the "BB gun" wars, this timeline indicates that there is a possibiity that Traylor might have been implicated in some of these matters.
I don't even know where to begin with the entry above regarding a possible choking of a child by an Operation Phoenix staff member. I am absolutely baffled as to how all of these things could be allowed to fester and continue without any disciplinary action.
Now, let us talk about some of these "chain of command" issues. Glenn Baude apparently agreed to in some form at some time to assume responsibility for Mike Miller. Bizarrely, Baude repeatedly asks whether or not Miller is under his control after being told numerous times that he is under his control.
On May 21st, Baude writes to Hawkins that he will immediately take control of Miller. Baude writes to miller on May 27th, "Does that mean Miller reports to me now?" Hawkins writes back that "Mike has ALWAYS reported to you." (emphasis mine)
On June 4th, Hawkins, Baude and Fred Wilson agree that Miller should IMMEDIATELY be transferred to Operation Phoenix (Baude). There is some sort of official announcement on June 18th confirming this. On January 27th, Baude states: "...if he [MIke Miller] is now mine..."
It is obvious that nobody wanted to be responsible for this guy. And yet, nobody disciplined him either.
Mayor Morris stated to the San Bernardino Sun that he was unaware of this memo. However, we still don't know exactly when Mayor Morris was informed about any of these events.
