Mayor Morris' Firewall: City Manager Fred Wilson Conceals Important Information About Operation Phoenix Molestation Scandal From Mayor

I spent some time digesting the District Attorney's report and investigation into the Operation Phoenix molestation scandal this weekend.
There are two points I want to discuss. However, I will touch on one now and touch on the other later this evening.
In the report, City Manager Fred Wilson stated that he learned of the infamous June 27th email from Glenda Robinson about allegations of sexual misconduct by Mike Miller on July 1st. Glenn Baude stated that he told City Manager Fred Wilson about the email/allegations on June 30th. Although Wilson states that he does not recollect having a conversation with Buade and he specifically denied discussing any sexual misconduct, Wilson claims to have been informed about this email on July 1st. He just doesn't recall who told him according to the report.
This is a startling revelation. Mayor Morris has claimed that he knew nothing of these allegations of molestation, the months of misconduct by Mike Miller and specifically the existence of this email in a conversation with the San Bernardino Sun on Thursday, July 17th.
If both Wilson and Morris are to be believed, that means that Wilson didn't disclose the existence of the email to Morris and knew of this for more than two weeks.
The question again must be asked, when will subordinates be held accountable by Mayor Morris? Are we to believe that City Manager Fred Wilson's deliberate choice to conceal this information from Mayor Morris is acceptable?
I find it incredibly hard to believe that Wilson did in fact conceal this from Mayor Morris. However, if these facts as laid out in the press and the report are true, why isn't Mayor Morris holding City Manager Fred Wilson accountable?
It appears (if you believe Glenn Baude) that Robinson worked the chain of command by reporting to Hawkins. Hawkins in turn reports the email allegations to Glenn Baude. Baude then alerts City Manager Fred Wilson where the information apparently runs smack dab into a brick wall.
Later this evening, I am going to expand on this report and prove that City Manager Fred Wilson has either lied to the media or to the District Attorney. Either way, his credibility is sinking like a stone and would lend support to the notion that Glenn Buade was telling the truth.
