From SB Now on Operation Phoenix Molestation Scandal: "The biggest bombshell..."

Robert Rogers is blogging today about the most alarming development to date in the shocking molestation scandal rocking Operation Phoenix.
Today's paper reports on an internal memo circulating through City Hall that was apparently penned a few days after the arrest of Mike Miller. I discussed this article in a previous entry.
The ramifications are sobering. Was Mike Miller, who we now know engaged in a litany of activities and demonstrated suspect judgment, able to perpetrate these alleged molestations during a period of time in which most sane individuals will argue he should have either been placed on administrative leave, suspended or fired?
Amazingly, what was left out of today's paper according to Rogers was conflicting accounts as to what Mayor Morris knew and when! At Friday's pow-wow with the San Bernardino Sun, Mayor Morris professed ignorance about Miller's laundry list of questionable behavior and the emails between Baude and Hawkins.
This becomes problematic because Robert Rogers reports that two unidentified sources said Chief Billdt and Mayor Morris were copied on some of these emails. Billdt refuses to get into the mix, citing the pending investigation.
We are to believe that Mayor Morris knew nothing about the "BB gun" wars?
We are to believe that Mayor Morris was never informed about the theft of a flat screen television and that two days before Mike Miller turned off the surveillance cameras?
Mayor Morris was never informed about the alleged choking incident mentioned by Miller?
We are to believe that Mayor Morris was never informed by anyone that Tyrone Traylor was placed on paid administrative leave (believed to be due to his involvement in the BB gun wars)?
We are to believe that Miller's possible misuse of $1,200 was never brought to Mayor Morris' attention?
Again...we haven't even gotten to the alleged molestation that came to light on the 27th of June.
Is it possible that Mayor Morris could be THIS out of touch with the program that for all intents and purposes represents HIS administration?!
If we are to believe the Mayor, how then can he simultaneously suggest that he is not going to rush to judgment or rush to hang his leaders and supervisors overseeing the program?
This is incredible! If I was the mayor, I would be fuming that my subordinates left me in the dark about these matters. I would be in a rage and heads would roll.
Either scenario is very disturbing.
Additional clarification is needed regarding the allegations of molestation. If Mayor Morris is being honest when he says that he was not aware of the emails between Baude and Hawkins until Thursday, July 17th, we still have not been told as to when exactly the Mayor first learned of these allegations.
We have also not been told who contacted the SBPD or given any insight as to the decison process that was made with respect to evaluating the allegations internally and justification for the delayed reporting to the SBPD. We are also left to wonder why Mike Miller would be allowed to return to work on Monday and through his arrest on Thursday. Especially, when you compile these allegations with his history of disturbing behavior and conduct.
Again, one could argue that he should have been placed on leave immediately that Friday afternoon. If not then, why not on Monday morning?
