DA Investigation Clears San Bernardino City Officials in Operation Phoenix Molestation Scandal

Today, the San Bernardino County District Attorney's Office announced that no charges would be filed against several city of San Bernardino officials related to the Operation Phoenix molestation scandal.
The news was a welcome bit of good news for Mayor Pat Morris who has been reeling ever since the scandal broke with the arrest of Mike Miller on July 3rd.

Although the investigation cleared the four individuals in question, there were some interesting tidbits that came out of the investigation that merit discussion.
The investigation definitively answered once and for all that Mike Miller did in fact report to Glenn Baude. Time and time again, Mike Miller was believed to have been under Baude's supervision which was suggested a San Bernardino Sun article called "Case for firing built".
I happen to view Kevin Hawkins in a very sympathetic light. From the beginning the Morris Administration tried to throw him under the bus and it was clear that he repeatedly asked Baude to exercise his control over Miller. It is clear in previous articles that Hawkins disciplined out of line employees under his supervision and his lack of punishment of Miller indicated that he believed that Miller reported to Baude...which he did.
Baude stated in the email that Miller should have been disciplined for the "BB gun incident". However, he never did. In fact, Miller asked to meet with Baude on Monday, June 30th after Baude was tanned and rested from a trip to San Diego. You would have thought that Baude would have sought out Miller. Not only did Miller come to him (presumably to discuss something else entirely), Baude turned him down and said he was too busy to meet.
It wasn't until Miller visited Baude in his office, that Miller was confronted about any of these allegations.
It is well established that several people knew of Millers shenanigans for months, and no one informed the Mayor. How is this possible and why aren't we getting any answers to this?
However, one alarming revelation was revealed. Glenn Baude told investigators that he met with City Manager Fred Wilson and told him about these allegations. He stated that Wilson said: "Okay, we will take care of it."
However, Fred Wilson doesn't just deny having any recollection of those events, he states emphatically that he did not have any discussions about sexual misconduct. And believe me, one isn't going to forget that conversation. So, either Baude is lying or Fred Wilson is lying.
While I can't definitely say for sure who is not telling the truth, I find it hard to believe that Baude wouldn't have told either Mayor Morris or Fred Wilson. However, Baude knew about the "BB gun incident" and Mayor Morris said he was never informed about this.
