SB: Violent Crime Up 6%; Arrests down 7%

The San Bernardino Sun is reporting that violent crime in the city of San Bernardino is up 6%, year over year, for the first ten months and that arrests are down 7%.
As of October 31st, 1,842 violent crimes had been committed as opposed to 1,734 in the previous year. However, crime is still down 10% from 2005. Lt. Scott Paterson of the SBPD states:
"What is important to note is the categories in which the increases occurred, the greatest being aggravated assault with hands and/or feet."
Oh...and with the penis. Afterall, rapes are up over 10% for the year, as are non vehicle thefts and aggravated assaults. So, I am not exactly sure what point Paterson is trying to make with respect to the above comment.
Police Chief Billdt has been given millions of additional funding by the voters who approved the Measure Z sales tax and the city council, yet crime is up and arrests are down. Why is that?
Laughably, Lt. Scott Paterson states:
"It is not unreasonable to believe that initial strategic success of this long-term endeavor has reduced, to some extent, the at-risk population prone to criminal activity, and as a result, has led to fewer arrests," Paterson said, essentially arguing that effective police work in recent years has driven down arrests this year.
Huh? We are repeatedly told that the majority of crime is committed by repeat offenders. So, now according to Paterson, we have somehow lessened the "at-risk population" and thus, arrests are down?
Where do I even begin with this spokeshole crap?
If we have lessened the "at-risk population", how is it that crime is UP! I swear I want to beat my head against a wall when I listen to the spewing of such nonsense. Again, this is even assuming that the at-risk population was lessened, because I still haven't seen how that has been accomplished.
I am assuming that the "long term endeavor" that has led to this "strategic success" that Paterson is referring to is Operation Phoenix. Hmmm. Interesting since Mayor Morris didn't take office until March of 2006 and it took months to set up Operation Phoenix, and even then, we are only talking about a 20 square block area.
So, crime rates are at recent all time highs in 2005 and we are supposed to believe that Mayor Morris and his long term crime fighting agenda which wasn't even readily up and running for most of 2006 was the reason why crime fell so dramatically from 2005. And then, building upon this fraudulent assumption, Paterson would lead us to believe that because this program which wasn't even set up was so damn successful, arrests are down and crime is up in 2007.
Are you freaking kidding me?
Can someone please point me to the mirror that Lt. Scott Paterson practices speaking into so he can keep a straight face when he regurgitates this nonsense.
This is a veritable first. I have never heard the "Arrests are down and crime is up because we are so damn good" argument.
