While this isn't an issue unique to San Bernardino, it's one that has a particular effect in the rural areas such as the High Desert.  In addition to his nutty lightbulb ban, Lloyd Levine has authored legislation to mandate spaying and neutering for pets.

While this type of thing used to be able to get you an extra spin on the Price is Right, most pet owners and breeders are up in arms about it.  Based on my own informal survey, AB 1634 is one of a handful of bills that has generated many calls to legislative offices.

The bill recently passed in committee and is headed to the Senate Floor.  Here's some footage of Senator George Runner speaking in opposition at PetPAC's Capitol Rally.
