During a 1:30 PM Sacramento press conference, Republican lawmakers led by Senate Republican Leader Dave Cogdill and Assembly Republican Leader Mike Villines unveiled a no-tax budget that funds education at the same level that Democrats proposed while trimming spending in other areas. The Republican budget was in response to Senate Majority Leader Don Perata's Friday challenge to Senate Republicans to put up their own budget.  The Democrats' own tax-increasing budget fell three votes short of the needed two-thirds for passage on Friday when it failed to receive any Republican votes while moderate Democrat Lou Correa (D-Santa Ana) abstained. We'll see if Sen. Perata actually allows this responsible budget proposal to be voted on in the full Senate. We'll also see what Gov. Schwarzenegger says about the Republican budget, which does not raise taxes, after he called Friday's Senate vote to increase taxes on hard-working Californians "courageous."

Finally! More than two months after the consitutional deadline to pass a budget, Senate Democrats finally put a budget proposal up for a vote. And it is not news to say, it failed on a party-line vote.But what is noteworthy is that while Governor Arnold Schwarzenegger praised the Democrat budget proposal that increases both taxes and government spending, calling it "Very Courageous". A bill that has been circulating around the capitol all year now has a new number, but it's still just as bad. In the 11th hour "gut and amend", legislation that would impose a $0.25 tax on paper and plastic grocery bags. A similar bill was held by the Senate Appropriations Committee earlier this month, yet the proponents are attempting to advance this proposal during the waning days of the legislative session. AB 2769 being introduced here in California would place a twenty-five cent fee on every plastic or paper grocery bag used. This legislation was proposed by Assembly Member Lloyd Levine and amounts to a regressive tax that will hit the working class the hardest. Consumers in the state of California use 600 bags per second. If AB 2769 was passed than that would be $150 out of consumers pockets every single second. Assembly Democrats' budget bill fails -- A revised budget proposal by Assembly Democrats failed Sunday night in the lower house of the state Legislature during an unusual weekend session that quickly morphed into nearly five hours of finger-pointing that didn't end the 48-day budget stalemate. For the last week I have been participating in an a comment thread with some of the more liberal members of our party regarding whether or not there should be a standard as to what a Republican is. See 21st Century Republicans support a Democrat against Tony Strickland.   The highlight of this discussion can be found in the exchange below, in which I question whether or not we should support candidates, simply because they have an "R" after their names.   Can you be fiscally conservative and socially liberal and still be a Republican? Laura Richardson just can't get get it together! Today, the LA Times is reporting that Laura "Pimp my ride" Richrson's Sacramento home (you remember the one that was foreclosed on, sold, stolen back by the bank that sold it and given back to Richrson... that home) has been sighted by Sacramento Code enforcement as a public nuisance. First Rep. The Sacramento Bee is reporting that Don Perata and the Governor have come to an agreement on the budget.   Senate President Pro Tem Don Perata said Wednesday that Democrats have negotiated key points of a compromise state budget with Gov. Arnold Schwarzenegger and that he considers negotiations over. "I think we've, frankly, gone about as far as we can go," the Oakland Democrat said. Perata said the compromise plan includes a major concession by Democrats -- a spending cap to limit annual state expenditures.   But one thing you learn in this business is that the devil is in the Senate... er... details.   As of this posting, nothing in writing has been submitted to Senate. So whether or not there is an actual budget spending cap in the proposal is yet to be seen. Last month I laid out what I believed to be the likely scenario for budget negotiations and so far, I have yet to be proven wrong.   In my piece "How do you Bridge a $15 Billion Deficit?" I outlined the following scenario:   It is been widely predicted that this budget won't be figured out until mid to late August or maybe even September.  But all the political posturing aside, I could probably write the script for this budget drama to it's conclusion. Republican leader: Democrats stalling on budget -- Assembly Minority Leader Mike Villines on Thursday accused Democrats of stalling budget negotiations so they can avoid having to agree on a spending cap as part of reforms Republicans are seeking. For three hours this morning Republican legislator after Republican legislator asked for the Democrat's "Compromise Budget" to be taken up and debated on the floor of the Assembly. However, their requests were met with nothing more than stall tactics.   Every time the Assembly came to file item #67, which was the state budget Assemblywoman Lori Saldana who was the presiding officer at the time would either skip the item or move on to another area of the Daily File. And every time she did, Republicans were quick to raise questions as to why the budget was not being taken up.   The end result of this palimentary dance was a partyline vote to aujourn without taking up the budget. State workers union sues over Schwarzenegger's job cuts -- The largest state employees union filed a lawsuit Wednesday in Sacramento Superior Court alleging that the state mishandled its termination of some temporary and part-time employees last week, potentially costing hundreds of thousands of dollars. The state is still processing some exit paychecks due last week for employees and will be forced to pay them additional compensation because it did not immediately provide them their final wages.   Governor won't sign bills until he gets budget -- Gov. Arnold Schwarzenegger, in his latest attempt to pressure lawmakers into breaking the state's budget impasse, on Wednesday said he will not sign any bills until the Legislature agrees on a budget, which is more than a month overdue.   Lawmakers yawn as Schwarzenegger vows to block bills -- Gov. Minutes ago, Governor Arnol Schwarzenegger announced that he will not sign any bills until the legislature "...sends me a budget I can sign." Also, knowing that  unsigned bills automaticlly become law he vowed to go as far as vetoing them if necessary in order to prevent them from becoming law.   On the surface, it sounds like a good idea. But all the legislature has to do is to hold bills at their respective desks and not transmitt them to the Governor. So in the end, this will likely serve as nothing more than another media stunt.   However, I will say this; If he does veto all bills, that will definately hurt Democrats a lot more than Republicans.   (Click Here) to see video of the press conference.
