More On Menifee Cityhood and Council Candidates

"New taxes cannot be avoided no matter what the politicians tell you," said Ruth Goulet, co-chairwomen of the recently formed Citizens Against Cityhood.  That is just one of the many news bites that caught my eye this week about the potential cityhood of Menifee and the candidates to be on the first Menifee City Council.  I've already posted on the GOP endorsements for this race, here. And here are my initial thoughts on starting a new city.

Let's start with the council candidates.  Now let me preface this by saying that I have only met or heard a few of the candidates on this list but a few key phrases did catch my eye.

The good stuff was seeing Darcy Kuenzi encourage employers to comply with immigration laws, Dina L. Biedermann and Chris R. Thomas say the magic words "limit and lower taxes" and "reducing bureaucracy" respectively.  Any Dean Deines ideas will be done "without new taxes" and Tom Fuhrman wants to be "preserving property rights."  Jason Reeves wants "In God We Trust" as city's motto, to keep property taxes low and city government small.

John Denver does not want to see any "overspending." and Louis G. Mazei wants to contract out municipal services and hire permanent employees only as budget allows.

The bad news is that, unfortunately, Denver also supports preserving mobile home park rent control and Louis G. Mazei is going to be pushing for a city funded scooter system and trolley system.  Dorothy Wolons will be "fostering environmental health by pursuing solar energy panels for city and developer incentives to build green" and support "rent control." Other socialized rent control supporters are Dean Deines and Gerald Wayne Walker.  Deines, Walker and Sue Kristjansson also join 36-year-old Jason Roth in supporting "senior-only" areas.

And finally Frederick Allen Twyman III wants to ensure "that community is listened to." Oh brother.

As far as cityhood is concerned, the big debate seems to be whether the incorporation of the City of Menifee would cause taxes to go up or not.  If I was a voter in Menifee, that would be a big deal to me.  Especially after Ruth Goulet's arrogant declaration, "New taxes cannot be avoided no matter what the politicians tell you."

...Joe Daugherty, who heads the Menifee incorporation committee and Pete Petersen, a Sun City resident who started advocating for incorporation in 1988, argued that cityhood would give the area much-needed representation and control over its own tax revenue.

Anne Pica and Ruth Goulet, co-chairwomen of the recently formed Citizens Against Cityhood, countered that now is not the right time to incorporate because of falling house prices and a sliding economy.

...Pica and Goulet questioned the validity of a study by the Local Agency Formation Commission of Riverside County that concludes cityhood is financially feasible because the report uses figures from 2005-06, when the economy was on an upswing...

Daugherty and LAFCO officials have said the study accounted for fluctuations in the economy by using conservative figures, a 2 to 3 percent growth rate for the area over the next 10 years...Daugherty stated that the new city would garner $6.2 million in vehicle license fees from the state if it incorporates now. In July 2009, that offer will end because the state is looking to cap its total number of cities.

Daugherty said the greater Menifee and Sun City areas are losing $6 million in sales tax revenue to surrounding cities, partly because cities can actively recruit retail businesses to their area with certain incentives, while the county is not looking to lure development to any particular zone, Daugherty said...

The critics told the audience that incorporation will bring new taxes.  "New taxes cannot be avoided no matter what the politicians tell you," Goulet said.  According to Props. 13 and 218, taxes can be raised only with voter approval. School bonds require 55 percent of the vote, while most municipal bonds require two-thirds. "I don't think (a municipal bond) could pass here," Daugherty said. "It's up to the voters."

Some audience members, such as Muriel and Errol Holmes, of Sun City, said they remain wary of incorporation bringing higher taxation despite assurances. "With the tax issue I know one thing, there's no such thing as a free lunch," Errol Holmes said. "If things have to be fixed the money has got to come from somewhere."

Nothing, especially when the community wants:

• No new taxes

• Better law enforcement

• Less government regulations for local residents

• Incentives for business

If any of the voters think those are bad things then please don't vote for me. The community might want something different.

I don't think Dave is the whole of the republican party, I believe that he has just gone off the deep end a little. Unlike Dave, republicans like myself are very rational people that make good choices.

The above statement is correct. I also support following the budgets for each of the ten years that is stated in the Comprehensive Fiscal Analysis. This 54 page report was the basis for justifying incorporation of the City of Menifee /Menifee Valley.
Red County Comment:

My Response:
I have not advocated for city funded scooter system and trolley system. However, I do support Riverside RTA to allocate more of its county wide funding to expanding the scooter system so that more areas of Menifee Valley can be served.
The trolley system in the City of Riverside is a great system for downtown Riverside. I would like to find out how this system is funded.
We must look at providing more public transit in Menifee Valley as the price of gas is rapidly rising. Many seniors and students will need an alternate mode of transportation other than cars.

There is nothing wrong with listening to the community. I would hope every elected official listens to the community. It just sounds a little trite.

I compare it to when a politician says that they are "for education." Who is against education?

And the rest of your post is a straw man argument. Just because I thought your "listening to the community" comment was trite, don't try to pretend that I'm not against taxes and a supporter of better law enforcement, less government regulations for local residents, incentives for business and a fiscally conservative local government.

I'm not sure what "Quality communities that support increased property values" means as far as your policies, nor do I support telling private property owners that they can't build, "multi family housing" if that is what the market will bear.

Despite your attacks on my right-of-center point of view and your "off the deep end" comment, I still wish you good luck on June 3rd. I hope you stick to the above philosophy while in office.

Plus they carry all the hockey, football and baseball equipment that folks with families need to haul around.

Please don't force folks to carry their groceries to a scooter or trolley, hold them while they ride to the closest stop and carry them home. Or will we need cars and the trolley system? If so, lets start with increasing our road capacity.

You know roads - the things everyone uses to get everywhere. We can expand "the scooter system so that more areas of Menifee Valley can be served" when our roads flow freely. We are no where near there yet.

And much like Riverside RTA, the City of Riverside's trolley system is funded by us taxpayers. Wasting our road money is not going to bring down the price of gas. More oil drilling, exploration and new technologies will but I'm not sure the Menifee City Council will have much to do with it.

I didn't think you were against any of the things I said I just meant to say that in a conservative community listing to the community is defiantly a positive republican thing to do.

Quality community means that the quality of living doesn't go down because the market can bear tenement housing across the street from 5 acer lots. Residents living in the community should have first say as to what gets built rather than ignored in favor of developer wants. I am not saying that a land owner can't build, but what they build needs to be in line with community wants and needs. Or why have zoning laws at all. Unfortunately the county overlays promote an anything goes poor planning approach which will destroy the quality of our community in favor or quantity projects.

Your "What the market can bear" argument is the trite one. The market could bear selling marijuana but since we have regulation against that it doesn't get sold and rightly so.

I didn't consider your statement an attack and I didn't attack you either. Discussing ideas and issues and not trivializing other peoples views is important. Try to be a little more clear in your thinking before you "OH brother" next time.

Thanks you for your wishes. I will defiantly stick to my ideals or what's the point of running. It's not because I don't have anything else to do that for sure.
