PE Says Vote "No" on Transportation and Community College Propositions

Here is a good editorial from the Press-Enterprise regarding Props 91 and 92. The PE sounds almost Republican when it asks the question "Why should taxpayers pay community colleges for people who do not take classes?" and wonders how we will make up "$70 million annually in lost revenue while the state mulls spending cuts to cope with an enormous budget deficit."
I have to admit, I don't know a lot about these intitiatives yet, but 91 seems like something I would support. The PE urges opposition because it does the same thing Prop. 1A from last year did. Very confusing.
The Press-Enterprise Editorial: No on 91, 92
Props. 91 and 92 on the Feb. 5 ballot propose to protect transportation and community colleges from the Legislature's budgetary irresponsibility. But legislative fecklessness does not justify these two initiatives. Prop. 91 is already outdated, while Prop. 92 aims to make bad budgeting policy worse. Voters should reject both measures.
