How Dare You Save Money?

Coachella Valley Mosquito and Vector Control District.jpgThis story in today's Desert Sun details how the Coachella Valley Mosquito and Vector Control District has saved $14.15 million in various reserve funds, which is more than any other similar pest-control district in the state.

It's also about 40 percent more than the next-highest district's reserves, Orange County's, which comes in at $10.27 million. Normally saving that kind of money would be great, but the problem is that the district just passed a big tax increase.

... Despite the agency's level of reserves, trustees last year raised by 3 percent the benefit assessment paid by district property owners. It was the largest increase allowable without a public election. The board planned another 3-percent assessment hike in June, but it was rejected after public outcry following a Desert Sun report in June on the agency's finances and spending decisions.

...One of the state's leading taxpayer advocacy organizations called the vector control district's reserve levels "ridiculous" and "grossly excessive."

The district is "stockpiling a lot of money that they should be leaving in the taxpayers' bank accounts," said David Kline, spokesman for the California Taxpayers' Association.

"They should collect enough to fight the ants and mosquitoes and various problems they were formed to fight. But they should not just create a slush fund and hold on to money that rightfully belongs in taxpayers' hands."

...Oh the in born greed of the politician. Intolerance of surpluses is what motivetes most bureaucracies to spend to the hilt and ask for larger budgets. It is self defense that discourages economical operations. Bureaucrats fear surpluses from good management because they are usually taken away and budgets reduced as a punishment for efficient performance. Just listen to the pontificating over this pile of money they're drooling over. It's a revealing example of why government costs so much.
