Revised Version Of OC GOP "No Confidence In Hutchen's CCW Policy" Resolution

Following is the revised version of the resolution of no confidence in Sheriff Sandra Hutchens' restriictive CCW policy, which was passed by the OC GOP Resolutions Committee on April 4. It will be taken by the full OC GOP Central Committee on April 20:
Whereas, the Republican Party of Orange County firmly supports the positions outlined in the California Republican Party platform which declares:
“The United States Constitution guarantees the right of its citizenry to keep and bear arms. One of the first acts of a totalitarian society is to disarm its people. California’s gun control laws only serve to disarm law abiding citizens, not criminals. We oppose any further gun control legislation and support the right of all California citizens to own and bear guns and ammunition for any lawful purpose. We call for statewide legislation to allow qualified law abiding citizens in California to carry concealed weapons. We support allowing citizens to use deadly force to protect lives and property. We also support including all of these rights in the California constitution.
Finally, we call for the elimination of waiting periods to purchase firearms and instead support complete implementation of instant background checks.”
And whereas, the Republican Party of Orange County supports and promotes principles of limited government, individual responsibility, and the defense of freedom with fair and equal treatment of law-abiding citizens; and
Whereas, the Sheriff of Orange County, a registered Republican, recently launched efforts and policies to retroactively review, revoke, expire and eliminate several hundred previously issued and valid carry concealed weapons permits or CCWs, adversely affecting permit holders.
Whereas, these revocations without cause, violate an agreed-upon contractual relationship for a defined period of permitted use between the Sheriff’s Department and CCW permit holders, resulting in a limiting of freedom and abuse of discretion by an officeholder.
Whereas, the Sheriff claims she is merely following “the law” yet Sheriffs in California are empowered with wide discretion regarding issuance of CCW permits, and Orange County recently ranked 43rd of 58 California counties in CCW permits issued per capita; and
Now, therefore be it resolved that the Central Committee of the Republican Party of Orange County adopts a position of “NO CONFIDENCE” in the CCW policy of the Sheriff and urges the Sheriff to revise her policy.
The Central Committee also urges the California legislature to adopt AB357 to make California a “shall issue” state as it relates to the citizens right to carry a concealed weapon.

This resolution needs to be passed by the Central Committee. It is imperative that all the members of the CC attend and vote in favor of it.
This isn’t about supporting a fellow Gilliard client. All of you who are fellow clients should be more embarrassed by that support than anyone else. In block all of you should support this resolution if for no other reason than the message made by the Sheriff is not supportive of ANY of the stated goals of the party or the people. Further she has called into question ALL of the other Sheriffs in the state by her single actions. She did all of this in a way that she didn’t have to take nor has she done it in any manner that was politically knowledgeable. She didn’t have to make such a fiasco, she chose to.
Sheriff Hutchens was less than forthcoming to the Board of Supervisors during her interview process. She clearly has disdain for not only the general law abiding population but the elected officials too. She hasn’t accomplished ANY of the goals that are necessary for the office. Further she has built a distrust of the office, again in actions, words and deeds. While the pending resolution is very focused on a single issue, there is certainly a plethora of other reasons that could have been tacked on that are all equally valid.
She has for many other reasons earned, a vote of NO CONFIDENCE. She should not be allowed the privilege of support from her party in furthering her agenda of distrust. She should not be allowed to continue to garner funds for her election hopes nor should she be allowed to glad-hand at party events around the county.
Don’t for a heartbeat, buy into the BS that the Sheriff has attempted to sell. Her dishonesty deserves this NO CONFIDENCE vote. We need an honest Sheriff for our future growth. We don’t need more of Sheriff Hutchens.
Here is a partial quote from the Preamble to the U.S. Constitution: "in order to form a more perfect Union, establish Justice, insure domestic tranquility, provide for the common defense and promote the general Welfare." Which I believe she took an oath to defend…. Ask yourself honestly, has the Sheriff done any of those things? Anyone, anyone, anyone….?
Members of the Republican Central Committee, I call on you to attend, and vote for the Resolution of No Confidence.
Life is precious and fragile. Criminals have no identifiable marks, no geographical boundries and little to no regard for human life. The ability for the common morally sound citizen to protect what is so valuable and irreplaceable should not be denied. Law enforcement does an amazing job. However the need for each individual to be able to defend life will never go away. I support ccw for all law abiding citizens.
