Will CA-04 turn into Florida?

Now I know why I have not been paid off on the bet I had with Panagopolous...
He bet me Brown by 3 for $200 - we know that Brown will not win, let alone, not by three points. What are the brownies waiting for?
Let's focus on a couple of snippets from the Brown campaign newsletters (Sacramento Bee and the Nevada County Union). Take a look at the following comments by Stenhouse:
Brown spokesman Todd Stenhouse said Brown would not concede, noting that thousands more votes remain to be counted, most of which are provisional ballots that "have been breaking very, very strongly for Charlie."
"We remain committed to the same goals that we've been committed to all along, and that is that every vote is counted in this historic election," Stenhouse said.
That jewel was from the Sacramento Bee - provisional ballots are commonly discarded due to them being found to be from unregistered voters and from duplicate voters. Democrats make sure there are plenty of these in an election that is going to be close - look at Minnesota 2008 and Florida 2000. Apparently, Stenhouse thinks all those should be counted regardless of merit... where is the Air Force motto now?
And - the Nevada County Union dedicated more coverage:
Brown supporters cited nearly 10,000 under votes districtwide -- ballots in which the optical scanner couldn't discern a voter intention -- that remain to be counted.
And - here we go, no mention of the right to vote for "None of the Above". Maybe the $13 million total spent turned a whole bunch of people off?
Brown also is leading in the count of provisional ballots, including in populous El Dorado County, spokesman Todd Stenhouse said.
"Those are breaking for Charlie throughout the district," he said. Brown is not conceding the election, Stenhouse added. Of course not, that's what the Provisional ballots are for - the basis to whine for the next term if you lose.
"Our commitment was to ensure a fair and thorough process that counts every fair and legal vote," Stenhouse said. "This race is very much far from over."
If that was really the sentiment of the Brown campaign - they would join in the probe of suspect registrations, allegations of Voter Supression, Push-Polling and election fraud.
However, it looks like grandstanding to their willing accomplices in the media - meantime, I have a $200 bet in my email box.
