Did McClintock Flip-Flop on Earmarks? Or is it simply a matter of McClintock laying out a plan for helping CA-04?

seems to me he did. I mean, he signed the "no earmarks" pledge and is now talking about supporting "projects of merit." I don't know how you support a project and don't advocate for its funding...
