Could LA be setting the example for how Placer might revive the Road Tax?

One thing I have noticed in the years I have been active politically is that those in local government that want to get taxes raised are tenacious. They sometimes vary their methods of attack...
The 1/2 cent road tax is all but dead - and I favor proposing it in an above-board manner. Having seen how other agencies have acted, this article linked below gives me pause. (as a side note, I support the concept of a sales tax to pay for transportation improvements... as long as the improvements are defined clearly)
Witness how the mosquito abatement district raised our taxes by technically following the law, but did so in a manner that assured the result they wanted.
Witness how the Roseville Joint Union High School district put a school bond on people whose houses have not even been built yet!
