Board To Receive SAPD Proposal On Replacing OCSD For Board Security

The subject of Item 36 on today's Board of Supes agenda?
The Santa Ana Police Department's proposal to replace the OC Sheriff's Department as provider of security for the county Hall of Administration and the neighboring county buildings.
It's an ironic, stunning situation. Nearly nine months after her appointment as Sheriff, who'd have thought Sandra Hutchens' command decisions would result in the county Board of Supes preparing to fire the county Sheriff from the job of protecting them? And to turn that responsibility over her primary rival for that appointment, SAPD Chief Paul Walters, to boot.
It costs the county $679,819 to use the OCSD for security services. That amount covers regular pay, overtime and benefits (plus services and supplies) for five Special Service Officer II positions and one Deputy Sheriff II, covering the Hall of Administration and the Hall of Records and Finance.
The SAPD is proposing to supply the same security services for $600,000 -- which also covers additional services "not included within the Orange County CEO/Hall of Administration's budget."
Among the factors that have brought the BOS to this juncture was the OCSD's deployment of plainclothes officers during the show of force at the Jan. 13 Board meeting. Plainclothes officers fall under the "Additional Duties & Responsibilities" in the SAPD proposal:

This will be determined on a case-by-case, and at the total discretion of the Santa Ana Police Department following consultation with the CEO. It is our experience that this service is rarely warranted.I'm interested in what the Supes will have to say about the "total discretion" proviso, but least it involves prior consultation with the county.
