Only after thoughtful deliberation  and taking into considering a number of contentious issues, the County has given the green light to proponents of an initiative to build a new polo arena in Coto de Caza - Coto de Caza is a guard-gated private community of about 4,000 homes  governed by three common interest development (CID) boards, representing some 15,000 residents.  CZ Master association is the one which pays for the Coto de Caza infrastructure, including gate access, and its residents are the ones regularly asked to subsidize a number of organizations, such as the Estates and the Villages, arguably the wealthier homeowners associations, as well as the Equestrian Center, for example

Among the resolved issues leading to the approval of the arena, include the project's impact on aesthetics - apparently the arena's aesthetics are more offensive than the community's  river rock, the Arizona look and or the five-pound-tree in a one-pound-tree look,  brought to the community by highly-paid CZ landscape consultants in nearby streets.

Then there are the usual suspects, such as traffic, lighting and emergency measures.  Proponents of the arena (generally non-dues paying CZ Master residents) alluded to studies showing these to be ungrounded concerns.  The proponents did not cite  studies which show that CZ-Master association-subsidized homeowners consume some $3 million/year, of which the arena would be one of the beneficiaries, however.

Take for instance the CZ-maintained horse trails, where an overwhelming majority of users (some 90%+) do not pay for the maintenance.  Yet while in the CZ Master association common areas, not only do they expect to have the right away, but also expect that the association will pay to clean after mementos left while in the community - Equine Poop Soup

Of course, the county does not walk away empty handed from this exercise:   The county is expected to get some $130,000 in permit and use fees, out of the polo arena approval. CZ Master association's residents prize?  One more dues increase - at a time when the majority of local governments are tightening the proverbial belt!

We asked  county land-use official, Michael Wellborn and Supervisor Pate Bates to comment specifically on the Trickle Up issue in Coto de Caza, but have not received a response.

Hence the only plausible conclusion is that the county and Supervisor Bates tacitly continue to approve Coto's Trickle Up Welfare Program.
