WESTMINSTER SCHOOL DISTRICT PROMOTES THEIR BOND ISSUE

Well, I thought the School District was prohibited from using any of their resources to promote a ballot measure..for $130,000,000..but apparently they must have a loophole somewhere. They are sending their Financial Officer and the Public Information Officer to the Senior Apartment Homes, "Huntington Westminster", under the guise of a "Legislation Meeting" sponsored by the Chamber of Commerce in Westminster. Coincidentally, one of the signers on the Argument in favor of Measure "O" is the Executive Director of the Chamber of Commerce in Westminster. This is supposed to be a meeting of the Chamber of Commerce for its members, but they have previously been held in the Midway City Sanitary District Board Room chambers. By having it at the Huntington Westminster, the Senior Citizens, high propensity voters, can attend....
Why the Chamber of Commerce would be promoting a tax increase is a serious question. The Westminster City Council had been requested by the School Board to have a joint meeting, which was politely declined by the City after a discussion led by Kermit Marsh which delved into some serious questions. Some of those questions were; why would the school district want to meet with the City Council? (my comment: except to try and lend some credibility to this measure?). Does the City Council ask the school district to get involved in their business?
I have also heard from some parents who say their children are being told to ask their parents to vote for Measure O. I would say that both of these actions, the legislative meeting and the action of teachers asking students to tell their parents to vote for Measure O are a use of public funds to promote this measure. That's district personnel time; and teacher/classroom time.
What would be the legal status of the School were these actions questioned by authorities? Could they be making their case worse by these actions?
