Is "Homegrown" Todd Gallinger part of Team Agran?

YES

Todd Gallinger was added to the Keep Irvine Great 2008 slate while I was on vacation, a fact I missed while  preparing this post on the day of my return.  Humorously, while Todd's smiling visage appears at the top of the slate web page, he is not yet listed (as of September 2) as one the supported candidates in the body of the web page -tylerh

Driving around Irvine on Labor Day I counted three dozen Sukhee Kang signs and nearly as many Todd Gallinger signs, compared to six for Christine Shea's Team Irvine  slate.

Sukhee's quick start is unsurprising: he is the mayoral candidate for the Agran slate and has been running hard for two years.  But "homegrown" Todd Gallinger's early blitz is harder to explain.  He has not been a high-profile figure in Irvine politics, nor is he officially part of either of the two major slates.  So where does his organization or money come from?

Perhaps the signs themselves tell the story.

GallingerKang.jpgCuriously, all but one of the Gallinger signs were paired with a Kang sign, and only a half dozen Kang signs lacked a Gallinger companion.  A simple mind might conclude that the Gallinger and Kang signs were placed by the same crew.

Moreover, Todd Gallinger's web site currently proclaims:

 "Gallinger most recently led the "Yes on Measure H" committee, backing the successful Irvine ethics ordinance.  Gallinger also joined Councilman Larry Agran in pushing for tighter restrictions on the release of resident e-mail addresses by City Hall."
Todd sure sounds like a Larry Agran fellow traveler that would be comfortable running with the slate of Sukhee, Larry, and Beth.

So who cares if the Agran slate has a fourth horseman? Because (1) an extra candidate is a way to skirt the fundraising rules; and (2) each slate needs four candidates this year, instead of the usual three.

The money angle is clear: individual contributions are limited to $390 per candidate (or thereabouts -- it fluctuates year-to-year) . A fourth person increases the fund raising potential of the slate by one-third.   The advantage is even greater if that person is a successful local lawyer who can self-fund political infrastructure (say, by sharing the cost of placing signs). Convenient that Todd is so well schooled in the nuances of Irvine campaign finance rules.

The need for a fourth candidate is less obvious.  This year, either Christina Shea or Sukhee Kang will become mayor, vacating their current city council seat.  Thus, the top three city council vote getters will win a seat, versus two in a typical year.  Incumbents Larry Agran and Beth Krom are high-profile favorites for the first two seats. The best bet for the third seat is incumbent Steven Choi from Christina Shea's slate.  However, if a fourth Agran slate member can beat Steven Choi then the Agran faction will have a 4-1 council majority against a very lonely Christina Shea, regardless of the outcome of the mayoral race.

Therefore, Irvine voters need to know the identity of each slate's fourth candidate.

The signs point to that fourth Agran candidate being "homegrown" Todd Gallinger.

Todd is an exceptional candidate; he's a registered DTS and grew up in Irvine.

I take your comment as confirmation that I am correct: Todd is part of the Agran faction. His registration is irrelevant because city council is non-partian.


Todd being a Agran protege might explain why a previous low-profile candidate had such a successful first-fundraiser: perhaps Todd isn't his own man, but is a convenient fourth receptacle for ""ethical" campaign donations. Does anyone know where I can find the guest list/ donor disclosure forms for this fundraiser?

What I don't understand is why Todd hasn't disclosed that he is the fourth Agran candidate. Not only is Todd's entire brief but happy political career based on "ethics," but he'd be joining the winningest faction in town.


p.s. I emailed Todd to tell him about this post. Do you happen to know if he'll be dropping by to explain himself.

Now to figure out who the fourth member of Shea's slate will be. Their website still only has three candidates.

Todd Gallinger speaks well without question. He is a lawyer and trained to argue either side of an issue, in a moments notice. However, that is where his experience ends. Homegrown leadership, what a joke. Other that serving as a lawyer, what real jobs has he ever held, particularly with leadership requirements?

One responder, from the liberal side, commented what a great candidate Todd is. Guess he missed the KUCI radio show last week where the interviewer forced Todd out of the closet. What do you mean, out of the closet, you might be asking? The interviewer had obtained background information on Todd, not listed on his biography or campaign site. Todd is a blong hair, blue eyed, born again Muslim. He posted an essay on the internet describing his call to Islam in Jerusulem around the year 2000. In itself, this means nothing, since in this country one is free to worship as they please, or not to worship at all. According to the interview, Todd does legal work for a number of Muslim groups including an organization called the Council on American-Islamic Relations (CAIR). If the light bulb hasn't come on yet, you only need to research CAIR on the internet (http://www.anti-cair-net.org) to discover the truth for yourself. You will read quotes from a number of credible people including congressional members:

* Senator Charles Schumer - "We know CAIR has ties to terrorism, intimate relations to Hamas." (Palestinian Terrorist Group).

* Senator Barbara Boxer - "To praise CAIR because they haven't been indicted is like somebody saying 'I'm not a crook.'"

* Senator Richard Durbin - "CAIR is unusual in it's extreme rhetoric and it's association with groups who are suspect."

Why hasn't the mainstream media picked up on this? Who knows, perhaps political correctness or lack of vetting each candidates.

I was having lunch this week with a close former associate of Larry Agran; who pointed out what Agran would do if he had this information, on an opponent. Numerous targeted hate mail pieces would be sent out showing misleading pictures and telling bold faced lies (Like he does with Christina Shea). Does Team Irvine (Shea, Choi & Rodgers) plan on taking such actions. Not on your life. This is part of the mess we are trying to clean up in Irvine. The major question is why would a smart politician like Agran put a guy like this on his slate and will the Irvine citizens buy this homegrown leadership B/S. I suppose we will know the answer to that question on November 5th.

Of course you and your slate only have negative things to say, having accomplished very little positive yourself. I have lots of positive things to talk about, which is what I tried to do on the Cameron Jackson show.

You question my leadership abilities and experience:

I am an entrepreneur, I established and run my own business law firm in Irvine;

I Chair Housing and Transportation for the Irvine Chamber of Commerce;

I am a director for the New Horizons School -Irvine;

I'm the legal columnist for InFocus Newspaper;

I also do pro-bono work with the Public Law Center;

and I've helped literally dozens of business and non-profits establish themselves and provide services to our community.

I think being a lawyer, running my own business, and helping others do the same is a "real job." Serving on the community service commission for the 2 months before an election, that's a little flaky. I'm proud of my accomplishments and am ready to talk about them whenever you raise the issue.

Now you can attack me for my religion (if it means nothing, why mention it?) and for my efforts to work with diverse groups. Of course I've only represented CAIR-California and directly in connection with delayed background checks for people during the naturalization process. One of my main concerns about this was the fact that we have people living in the US for up to 5 years while their background checks are processing. That is a national security risk that needed to be addressed, and I've done all I can to step up to that challenge. Also, I've been on advisory boards with the Department of Homeland Security and FBI looking into similar issues.

For the record, I have brown eyes and have never been afraid to discuss my religious beliefs. I'm confused by your use of the phrase, "out of the closet," is there something you want to tell us?

BTW, what are you a Dr in? I see you using that, but it doesn't say anything on your website about your educational history.

Your question is flawed on many levels, city council has no power over federal funds or UCI policy and it isn't an issue of hate speech, its an issue of free speech. Also, what is the connection with federal funding?

That being said, I will always stand against hate speech, regardless of who the speaker is. I'm a strong believer in free speech, and believe that hate will be conquered when people of conscious speak out against it, not with more hate but with a goal of reconciliation and moving forward.

The connection over federal funding is Title VI of the Civil Rights Act of 1964, which stipulates that an institution which receives federal assistance can have its funding barred if an environment encourages national origin discrimination. The Next 4 paragraphs are a description from the DOJ:

If a recipient of federal assistance is found to have discriminated and voluntary compliance cannot be achieved, the federal agency providing the assistance should either initiate fund termination proceedings or refer the matter to the Department of Justice for appropriate legal action. Aggrieved individuals may file administrative complaints with the federal agency that provides funds to a recipient, or the individuals may file suit for appropriate relief in federal court. Title VI itself prohibits intentional discrimination. However, most funding agencies have regulations implementing Title VI that prohibit recipient practices that have the effect of discrimination on the basis of race, color, or national origin.

To assist federal agencies that provide financial assistance, the wide variety of recipients that receive such assistance, and the actual and potential beneficiaries of programs receiving federal assistance, the U.S. Department of Justice has published a Title VI Legal Manual. The Title VI Legal Manual sets out Title VI legal principles and standards. Additionally, the Department has published an Investigation Procedures Manual to give practical advice on how to investigate Title VI complaints. Also available on the Coordination and Review Website are a host of other materials that may be helpful to those interested in ensuring effective enforcement of Title VI.

This answer is not the least bit credible. And neither is the Tattler which still has stories with proven mistakes up.

Todd Gallinger is an insult to Islam, a proud and honorable religion. Anytime someone questions his qualifications for office, the critic is labelled as anti-Islamic. If I were Muslim, I would be insulted by this person hiding behind my religion.

Gallinger was an Aliso Viejo resident until April, when persons he won't name coaxed him into moving to Irvine so he could run for office. At first he claimed to be an "almost lifelong" resident of Irvine, but once the Tattler exposed that lie he changed it to "19 of 29" years.

Agran's fake newspaper Community News & Views has been running ads promoting the Agran slate, including Gallinger. How much did each of them pay for the privilege?

Agran: $30,000
Kang: $30,000
Krom: $22,500
Gallinger: $500

That's right. Five hundred dollars.

He's obviously a tool for Agran, imported by Agran, bankrolled by Agran.

The sad thing is he doesn't even realize it. Agran exploited many well-meaning people over the years, myself included. Most of them have wised up by now. I was the first out the door. I was followed by Will Swaim, Chris Mears, Mark Petracca, Mitch Goldstone, and Margie Wakeham. Almost all of those are now allied with Christina Shea, while none have gone the other way.

Gallinger is pretty much considered a joke by most people I talk to. His ads promoting his work for radical groups such as FOCA are amusing, but the bottom line is he's a carpetbagger imported by Agran as a tool, yet another in a long line of tools. He has zero chance of winning.

The real focus needs to be kept where it belongs -- on Agran, the most corrupt and amoral politician in the history of Irvine.

By the way, check out the latest story on the Tattler about how Agran stole the Great Park from "the people of Orange County." Of course, Agran and his tool spin any criticism of his autocracy as a pro-airport scheme to give the Great Park back to the Orange County Board of Supervisors. Never mind that the Great Park has been annexed by the City of Irvine, the Supervisor majority is anti-airport and voted long ago to give Irvine the closed base. And ignore that critical report by the Grand Jury condemning the Agran three for betraying the people of Orange County. The Grand Jury is part of the conspiracy too, according to Agran and his tools.

It's a beautiful thing to see liberals and conservatives united under Christina Shea's leadership to fight corruption at City Hall. We need to flip only one seat this November and the reign of corruption comes to an end.
