That 31% for principal and interest is really interesting - any explanations forthcoming? They don't pay anything to pump (electricity) or treat (chemicals) their water? Can you (or they) elucidate what is in the "Other" expenase category?
Also, I don't see any figure for overhead, always the big sinkhole of government agencies.
BTW Duke, thank you for trying to shed some light on some of the most hidden of all local govs. And, notice the average length of tenure for that board?!
