It took nearly 100 days for the State Legislature accomplish it's basic task: pass a budget. Countless other bills that significantly impact our economy, for good or ill, took even longer or were never even heard at all.The rest of my post is here.
Nonetheless, each and every year a host of bills is ushered through the State Legislature at lightning speed, and this year was no exception.
An excellent example is provided by Senator Gil Cedillo (D-Los Angeles), who took a school lunch program bill, SB 1369, gutted it and amended it to ban electronic bingo at the behest of the casino Indian tribes. While the state budget stalled, SB 1369 zipped past the required policy committees in a mere 13 days, whizzing past public scrutiny of its merits or examination of who really benefits from its passage.
It's strange for me to say this, but the Los Angeles Times said it best:
