Nationally all of the attention is on the Presidential race with additional coverage of the expected widening Democrat majority in the Senate and House.  Locally, the focus is on city council and school board races.  Lost in the mix are the water board races.

When discussing a water board, I don't mean torture, although those who have attended a water board meeting may consider it torture, albeit significantly less painful than what Sen. McCain endured - more on par with listening to Robert Byrd tell stories about his dog Billy.

Why focus on water issues?  There is a coming shortage, largely a result of extremist environmental policies and lawsuits on behalf of fish and other endangered species.  When you hear the call for "conservation" and calls to curb development, you know the left is behind them.  This regulatory shortage, in the words of one article, will have a significant impact on all of our lives.

These Water Districts control a valuable commodity and yet most of the boards are invisible.  Elections are seldom held, information is difficult to obtain, and most never give it a second thought.  As long as water comes out of the tap we don't really care.  However, for those of us who support development, water has become the linchpin in the final approval of any building project.

In the coming weeks I will be highlighting each elected water district in Orange County, alphabetically.  I  am indebted to several organizations which provided the background information on each district, namely the Orange County Water Association and the Independent Special Districts of Orange County.

Each analysis will include district contact information; geographic area and type of service(s) provided;  listing of the Directors, General Manger and Legal Counsel; sources of water; abbreviated balance sheet (courtesy the Orange County Water Association).
