Who Is Delecia Holt?

Apparently, she's a compulsive liar and scam artist.

The OC Register's Martin Wisckol digs into her background in this article, and the results are none too pretty.

I vaguely remember her from the 2005 special election in the 48th Congressional District, in which she was a write-in candidate. She made the fantastic claim to have mailed out 600,000 fliers...and recevied 8 votes. I found a few mentions of her on OC Blog (here and here) and Total Buzz (here) from that time.

1. You opened a campaign committee to run for the 53rd Congressional District seat. Why didn’t you file documents so that you’d appear on the ballot? If you changed your mind about running, what prompted the change?
Answer: Barack Obama prompted the change. This does not appear to be the year for a Republican to run in the 53rd congressional district and it may prove to be a serious waste of contributors’ money. This decision was not made lightly; I prayed and consulted several advisors before we made this decision.
2. Is it true and accurate that you raised $216,778 from donors as documented on your FEC documents?
Answer: over the years and all of which will be used for my campaign in 2010 as has been fully noted on my website and we sent out press releases to certain news organizations when that decision was made.
3. I wrote all 217 of your donors at the addresses listed on the FEC documents, inquiring about their support for your campaign. None responded that they had given you money. Eight responded that they definitely had not given you money. Can you explain this discrepancy?
Answer: I believe everyone has the right to privacy and I respect that right.
4. Of the 217 donors I wrote, 165 of the letters were returned as undeliverable. Can you explain this unusually high rate of return?
Answer: I believe everyone has the right to privacy and I respect that right.
5. Of the 217 donors, at least 96 had the property listed as their addressed foreclosed on. Did you use any type of foreclosure list to get their names? If not, can you explain why such a large portion of your donors had foreclosures?
Answer: You are asking me to explain the current economy which has touched the lives of everyone, regardless of economic and educational status. It is no secret that I have spent a great deal of my life trying to assist others whether it be working at a V.A. Hospital in a substance abuse and mental health ward, or on a research study for a government agency or in the real estate market where California has been hit with a astronomical amount of foreclosures over the past few years. No doubt everyone knows of someone that has been touched by this foreclosure industry with banks being shut down and put out of business at an alarming rate. None of which you or I have any control over. Yet, I believe my job as a servant of my community is to try to help everyone that needs help and that is one of the very reasons I am running for public office. I remember what it was like as a child not to have basic needs met and I grew up watching my Mother and Grandmother searching out to help those who were even less fortunate than us. People often think that just because someone wears the title Republican, that means the candidate, who is still a person, has no understanding of the economic or social hardships that everyday people and their families endure, on a daily basis. I am one person that understands what they are going through. I have seen it in the lives of my clients (many of which I have paid their monthly mortgage, to help keep them form going into foreclosure). But, mostly because I have been there myself and that is the knowledge I will operate under, if I am blessed to serve in the U.S. House of Representatives.
6. Are you certain that each of the donors listed on your FEC documents contributed to your campaign?
Answer: You stated that you contacted all of them, some on my staff, some in my Republican Women’s Chapter and some of my family members and they responded as they saw fit. I still believe in the U.S. Constitution and that everyone has the right to privacy and I will continue to respect that right no matter what.
7. Are you aware of any errors in the listing of donors and contribution amounts on your FEC documents? If so, are you doing anything to correct them?
Answer: None that I am aware of and I will reiterate that everyone has the right to privacy and I respect that right.
8. Would you give me the names and numbers of at least six donors, so I can call them and confirm that they contributed to your campaign?
Answer: You stated that you contacted all of them, some on my staff, some in my Republican Women’s Chapter and some of my family members and they responded as they saw fit. I still believe in the U.S. Constitution and that everyone has the right to privacy and I will continue to respect that right no matter what.
9. Where are you keeping the balance -- $239,476 according to your FEC forms – of your contributions?
Answer: in a bank, which with the closure of the recent banks may not be the wisest decision.
10. What office do you plan to run for in 2010?
Answer: The U.S House of Representatives in 2010 as a Republican!
11. I have a letter to you from the law firm of Kirkland & Ellis date May 28, 2008. The subject is “Unauthorized use of American Veterans Disabled for Life Memorial’s name and images.” Have you seen this letter?
Answer: No, we were not privy to this but thank you for alerting us to it. We had a link to their website on our web page, as we do to the U.S. Constitution and several other important causes and no monies have been received by us, for this organization. Yet, we feel it our duty as an Americans to promote any organization that seeks to help heal those that are courageous enough to serve this great country of ours. I come from a military family and still have family members serving this country. I strongly believe that it is the obligation of every American to do what they can to better the lives of our service men and women and their families. Because if it were not for these brave souls you would not have the freedom of press you enjoy at this moment and the Barack Obama’s of the world and the Delecia Holt’s of the world would not be afforded the opportunities we have today.
12. Have you taken any steps to resolve the issue addressed in the letter?
Answer: As stated above had no knowledge of this, but thank you for informing us of it and we have or are removing any reference to this organization and will seek to find a way to assist them in the future as our injured service personnel are most important to us and will continue to be in the forefront of our minds if we are blessed to be elected to public office in 2010.
13. The letter reads in part, “Your website uses the name and copyrighted image of the AVDLM without the Foundation’s authorization, in a manner that is apparently designed to mislead website visitors into believing that money given through your website (by clicking on the “Donate Now” link next to the “Veterans with Lifetime Disabilities” link) will in fact be donated to the AVDLM. … The Foundation is deeply concerned over this transparent and misleading attempt to solicit campaign donations based on your misrepresented affiliation with the Foundation and the AVDLM.” Would you please respond to these concerns?
Answer: As stated above had no knowledge of this, but thank you for informing us of it and we have or are removing any reference to this organization and will seek to find a way to assist them in the future as our injured service personnel are most important to us and will continue to be in the forefront of our minds if we are blessed to be elected to public office in 2010.
14. How much money have you raised by your campaign Web site?
Answer: none
15. Did you sponsor or otherwise participate in an event in October 2007 at the Marriott Laguna Cliffs?
Answer: I helped to organize the event for Pacific Communities Escrow on behalf of O.C.A.R.’s “Homes for Heroes” (lined to Habitat for Humanity’s O.C. Chapter, which O.C.A.R. can verify). Along with Mike Curtis to sponsor and generate business for his escrow company which was in the process of shutting it’s does due to a lack of business.
16. Mike Curtis, Dan Smith and others have told me that the October event at the Marriott was billed as a fundraiser for Habitat for Humanity/Homes for Heroes. An email from you to Curtis also says this is the case. Do you acknowledge that this was how the fundraiser was billed?
Answer: This was indeed to be a fundraiser for “Homes for Heroes” through the Orange County Realtors Association (not directly through Habit for Humanity per O.C.A.R.’s direction) and done by Pacific Communities Escrow, Inc. which Mike Curtis owned and operated and had placed an add in the O.C. Register to sale due to declining business, loss of income (he stated that the business lost money each month and he was having to infuse it with money from another business he owned named “Boss” which supplies first responder kits for various government agencies) and the fact that he had to put in money each month to cover basic operating expenses and that he was about to be audited by the California Dept. of Corporation due to a shortage in the escrow companies equity account in the bank (all of which took place prior to my meeting with him and his attorney to try and work out a deal to purchase the business. He said he had lost interest in the business and just wanted out. My accountant took one look at his books and told me not to buy the business as it seemed like the seller was hiding money somewhere and that from what the seller (Mike Curtis) was telling us, or not telling us and by his repeated refusal to provide the full financials and not allow proper due diligence to determine the actual state of the business affairs of Pacific Communities Escrow that his years of experience told him that this was not a sound company and that it was probably in some legal trouble and I would be well advised to walk away if normal business practices and disclosure was not followed. Also, one night while working late at the escrow company (for which I never drew a salary) I witnessed someone remotely accessing the escrow computer attempting to delete a transaction showing a $15,000 dollar plus payment to Realty Benefit of Lake Forest, CA. that had been paid approx. a year earlier and they were unsuccessful at doing so (this is a company that Mike Curtis’s silent partner in Pacific Communities Escrow, Kent owns and operates). When asked about this event and other D.O.C. violations Mike became defensive and evasive. Furthermore, I did not attend the event as a guest or host, I helped arrange the event, all monies were provided to Mike Curtis and he deposited them into his Pacific Communities Escrow bank account, I never handled the money or had access to any of his bank accounts, nor did I ask to. Mike also invited many guest to the event and just a few of them showed up, it may have been due to the economy at the time, the depressed real estate market, the timing of the event as it was in direct competition with the California Association of Realtors Expo and even though we had many people who verbally stated they would attend and RSVP’d they did not follow through and purchase tickets to the event. Mike Curtis’ contacted the Marriott and offered to pay the bill for his company as well as the bill for the comedians since he had his friends and business associates attending.

Please see copy of following emails regarding the cancelled purchase of his company due to inconsistencies in his bookkeeping and banking accounts (which I had no access to). This is why I walked away from the deal and let him remain in control of his already failing company.

I have reviewed your email below with Mr. Curtis, and offer these comments.
First, you do not have an agreement to buy Pacific Communities Escrow, and have never had one. While terms have been discussed, no terms have ever been agreed upon. No contract has been drafted, much less signed.
Second, the time given you to purchase the company has passed. Mr. Curtis and the other owners will not be selling it to you.
Third, as you should be well aware from our discussions last Thursday, your comments below relating to Pacific Communities Escrow are wrong. There is no point to discussing them further.
Fourth, the so-called "charitable fundraiser" last Saturday night was an embarrassment and financial disaster both for Habitat For Humanity and my clients. I made a demand on you for payment which you have ignored, and no monies have been paid. You will be hearing from Mr. Curtis' litigation counsel.

Since the meeting last Thursday where we were informed that the liquidity shortfall is now $50k or more instead of the agreed upon $20K and that there may be an additional $20K needed to purchase the shares and the DOC is scheduled to audit the escrow company at anytime and the requested 50K will not be protected as previously arranged for with the $20K we need to know if the following DOC violations have been rectified to further ensure transfer of the escrow company from the current owners to the new purchaser:
1) Pacific West Loan association stops operating from the same office space as Pacific Communities Escrow.
2) All escrow files being locked away from loan officers, visitors, cleaning people, non-employees, etc.
3) All computers having the ability to be turned off each night after use and no outside personnel or agency having the ability to remote access PC Escrow AWI systems which include the ability to modify, delete or clear files, banking transactions, etc.
4) All PC Escrow company checks locked away and access to banking accounts secured so banking discrepancies not occur and create account shortages, etc.
5) An accurate financial accounting of all bank accounts associated with PC Escrow to ensure accurate assessment of the company's net worth.
6) Any monies owed Pacific Communities Escrow for purchase of company, special events, etc. can be paid out of the close of escrows scheduled to close through PC Escrow as agreed to in previous contracts.
7) FEC and IRS regulations regarding fundraising are always adhered to by the Delecia Holt for Congress Campaign. The October 6th event was for the benefit of the Homes for Heroes-OCAR event and was not marketed in any other fashion. This is not the first fundraiser for charitable groups that we have done, not will it be the last.
We would like to complete the purchase of the business and keep the employees in place and would appreciate any assistance we can garner in this effort.

22. Mike Curtis has a credit card charge showing that he was charged more than $15,000 for the rent of the facility. He says he was to be reimbursed by you and hasn’t been. Can you respond to that?

23. Comic Dan Smith said the check written to Janine Hayes bounced, and that he was never paid as promised for performing at the October 2007 fundraiser. Can you respond to that?

24. Ray Liddy, who provides legal counsel for the San Diego Chapter of the Navy League, gave me a copy of an invitation for a June 23, 2007 event at the Red Lion-Hanalei Hotel, in Mission Valley. Did you plan to sponsor or otherwise participate in an event there on that date?
Answer: We were in the midst of planning to sponsor an event benefiting Roger Hedgecock’s charity, “Homefront San Diego” which services our military personnel and their families with diapers, housing, cars, gasoline, food clothing and other basic needs, which is also associated with the Navy League of San Diego. The event never took place, as there was some confusion regarding F.E.C. and I.R.S. regulations governing a political parties and or political candidates raising funds for a non-profit organization and the event date was fast approaching. So, we promptly removed it form our website and the San Diego Republican website as well. Our position was proven correct by the F.E.C. and the I.R.S. and the Navy League later informed us Jimmy Valentine and Roger Hedgecock that a fundraiser could take place, just not directly benefit the non-profit organization the night of the proposed event, but that if an event was to be held in the future monies from the event could be donated several days after the event took place (no monies are allowed to exchange hands the night of the event, per F.E.C. and I.R.S. regulations). Upon hearing this we received emails and phone calls from “Homefront San Diego” thanking us for the attempt to put together an event to benefit our military families and that they would be more than happy to accept any contributions from an event when and if it took place. This can be confirmed by speaking directly to Jimmy Valentine and Roger Hedgecock.

26. Liddy said that his group was not involved with the fundraiser and asked that reference to the Navy League on the invitation be removed. Is that true?

28. On your campaign Web site, you offer a “Youth Drink” that you refer to as a “Fountain of Youth.” What is in this drink?
Answer: GOOGLE it and visit their website, it is just like Mona Vie!
29. Your Web site says that $2 of every bottle of the “Youth Drink” will go to a charity. Have you given any of this money to a charity? If so, who?
Answer: When and if I sell anything, it will go to a local charity to assist local families and their children.
30. Can you explain why you are no longer a member of the Orange County Association of Realtors?
Answer: membership is voluntary and since I and thousands of other realtors and brokers was not selling a great deal of real estate at the time (mainly due to the economy), I did not rejoin. I can rejoin anytime I desire. I have access to other MLS services.
31. Are you aware that the Orange County District Attorney’s Office is investigating your real estate dealings?
Answer: No, but I am not hard to locate, so if they need access to me they know where to find me, especially since I have interviewed for positions in their office. (*as one of the past neighbors, the district attorney identified herself from the Child Support division and was asking about the length of time Ms. Holt and her children lived in the home and if the Father had lived in the home as well, to establish custody of the child and the amount of child support the Father would be required to pay each month, nothing about real estate or any other of Ms. Holt’s life- but then we told Mr. Wisckol that when he asked us about Ms. Holt.)
32. Have you done anything illegal or unethical in your real estate dealings? If not, why is the OCDA investigating you?

33. On your Web site, you list yourself as being a member of the Lincoln Club. Representatives of San Diego and Orange County chapters of the club said you have never been a member. Would you explain the apparent discrepancy?
Answer: my website states that I have either supported or am a member of various organizations and will continue to support the Republican Party!
34. As I contact the other organizations which your Web site says you’re affiliated with, is there any reason by any of them might say that you have never been a associated with them?

35. Is there anything else you can say to help explain the concerns raised in any of the above questions?
Answer: Approximately a month or so ago, I spoke to Roger and he told me to “watch my back”. I guess he knows how cruel people can be to one another, better than anyone. I was also told that sometimes people strike at others when they are attempting to deflect scrutiny of themselves. I have faith that no matter what people attempt to do to discredit me and my efforts, which no man can be against me, as long as God is for me! So, with that I thank you for allowing me this opportunity to respond to these questions and ask that you allow me the opportunity someday in the near future during the course of my 2010 campaign for the U.S. House of Representatives to extend an invitation to you to return to your old stopping ground in San Diego and spend a few days with me on the campaign trail and speak to people of the e 53rd district one on one and truly get to know what challenges they face each day and why I believe it is so very important for the person that represents them to have experienced some of the trials an tribulations they have themselves and be able to relate to them on a more human level.
