New Chief Engineer At Toll Road Agency

I'm clearing out the transom after returning from vacation, and came across this announcement from the Transportation Corridor Agencies:
TOLL ROADS WELCOME NEW CHIEF ENGINEER
Sam Elters oversaw construction and improvements to Arizona state highway system.
IRVINE, Calif. (July 8, 2008) - Sam Elters has joined the Transportation Corridor Agencies as the toll road agencies' new chief engineer. Elters previously served as the State Engineer for the Arizona Department of Transportation (ADOT), where he was responsible for all construction and improvements on the state highway system. Elters has extensive experience with capital programs, collaboration with resource agencies, and partnering with members of the community and other stakeholders to advance public projects.
"I was interested in working for the Toll Roads because I like the concept, believe that Toll Roads provide valuable transportation solutions and because TCA is a unique organization in that it builds toll roads that become part of the state highway system after construction," Elters said. "My priorities at TCA are delivering the capital improvements planned on all of the Toll Roads and completing the 241 Toll Road." Elters, who plans to live in Orange County, said he was attracted to Southern California's more moderate weather and the quality of life in Orange County.
Elters is a registered professional engineer in Arizona and has more than 20 years of experience. Prior to holding the chief engineer position, he served as an ADOT's district engineer, senior resident engineer and resident engineer. He also has engineering experience at Mohave County Public Works/Engineering Department. Elters holds a Bachelor of Science degree in civil engineering from Northern Arizona University and has completed Arizona State University's advanced public executive program.
