County Response To Grand Jury Report On TIN CUP Reform

The Board of Supes voted on approving the response to the grand Jury's report on amending the TIN CUP ordinance governing county campaign finances.
Here's the Grand Jury report, which in itself is a warning against this body engaging in policy making, rather than reviewing governmental operations.
Here's the county's response, which is essentially, "Been there, already voted on this."
Supervisor Moorlach announced he's unhappy with the county response and will vote against it. Furthermore, he'd like to form an Ad Hoc committee (appointed by himself and Supervisor Pat Bates) to reform TIN CUP, composed of board members, staff and citizens.
Sup. Chris Norby responded he thinks that's a waste of time, and would like to repeal TIN CUP. He acknowledged TIN CUP needs amendment, but fretted that opening this "can of worms" could make it worse, i.e. more intrusive and oppressive.
Norby considers the Fair County Campaign Practices commission just one more layer of enforcement bureaucracy. He acknowledged his colleagues were not with him as far as abolishing contribution limits, but thought we should at least synch county campaign law with state campaign law.
It looks like they're going to continue the item for two weeks. Now Shirley Grindle is haranguing them for not obeying her will.
Grindle also asked to serve on the Ad Hoc committee (if formed), and thinks it is OK for county staff to be on it -- but said, in essence, she doesn't want anyone at variance with her views to be on the committee.
Well, if the Board does form such a committee, I'm volunteering myself to serve on it.
The motion to continue the item passed 3-1 (Norby opposed; Janet Nguyen is absent).

Please suggest they include at least ONE of the OC treasurers, as last time they tried to write this they completely excluded campaign treasurers you know the ones who work with it every day! I know of a t lease 2 in OC who would more then likely want to be included and would have great insight.

And might I suggest they wait until after the November elections as ALL will be busy up until then.
