TAXPAYER $$ AT WORK: Anaheim Erects New Monument

Today however, a new shiny new eye sore er, monument caught my attention (it's possible this thing has been up for a while and I have been too busy driving, talking on the phone, shaving, drinking coffee, and being oblivious during my morning commute to notice). Erected to promote a sub-area of Anaheim called "The Canyons" located in the eastern part of Anaheim, the monument is akin to the typical "Welcome to [Name of Your City Here]" sign. But there is nothing common about it.
It is more art than sign and looks to weigh in at a couple tons. It also appears to promote some sort of make believe nether land/enterprise zone in the industrial area of Anaheim; the area that is not quite Anaheim proper and not quite Anaheim Hills.
My real concern is cost. How many taxpayers dollars were spent on this thing? How many of them were built? Apparently the hundreds of thousands of dollars spent on unnecessary little signage (see photograph) promoting the same nether land area and erected a few years ago just didn't cut it.

I would welcome details about the monument, the signs, the costs, and the arguments made when the signage was approved.

The City of Irvine and the 'Great Park' have their giant floating orange nueticle.
We in Anaheim now have our um.... um... I can't even come up with words to describe that thing.
RDA does love their signage. The Colony at least got some very cool monuments (OK the mica domes never lit) but they are otherwise fabulous. These swoopy things are just plain lame.
