At our OC Parks Commission meeting last night, we learned Steve Franks will be heading up the newly-formed OC Community Services. Steve was long-time chief of staff to Supervisor Jim Silva before moving over to the Health Care Agency.

Readers may recall the Resource & Development Management Department was recently split, as part of a county government reorganization, into OC Public Works and OC Community Services. The OC Parks Department is under the purview of the latter.

It's Steve Franks' express goal for OC Community Resources to have less administrative overhead than any other county department -- an admirable aim. For OC Parks, that would translate into more funds going into park services and infrastructure.

Steve is a great, talented and governmentally savvy guy, so here's wishing him good luck putting those qualities to work to achieve his goal.
