OCEA Going To Court Over OC Register Name/Salary Info Request

The Orange County Employees Association is going to court today, seeking to force the County of Orange to the bargaining table to "meet and confer" about the effects of complying with the OC Register's request for the names and compensation of all county employees.
At the same time, OCEA is seeking to legally restrain the county from releasing the names "until it has met its obligation to meet and confer under the law," as OCEA General manager Nick Bernardino put it.
This fight is still ramping up. OCEA is holding an emergency membership meeting on this issue on April 23 at 5:45 p.m.

Since when does a public agency have to "meet and confer" or bargain with a union over whether or not it will comply with the law? Are the OCEA folks serious about this? Are we really to believe that compliance with the Public Records Act and the transparency of government are matters that must be negotiated with employee unions? I would urge the OCEA leadership to think this one through.
