Charge Them With Contempt

The report really is stunning. While readers have certainly garnered that impression from the news coverage, there's no substitute for reading the actual report. If someone asked you to draw a worst-case scenario for incompetence, negligence and sheer laziness in the jail operation, you'd be hard-pressed to surpass the Grand Jury's real-world findings about Theo Lacy:
"One OCSD employee testified that "95% of the time" when he reported to the barracks to begin his shift, he would find the guard station deputies sound asleep at their post.15 The guard station would be completely "blacked out" with blankets draped over the control panels to cut down on any light and the computer monitors were turned off.16 Deputies would arrange themselves in chairs, sometimes breaking the backs of them so that they would fully recline,17 or they would carry inmate mattresses or fold out cots into the guard station to sleep while on duty.18 From their prone position on cots, standing only six to 10 inches off the guard station floor, deputies were incapable of seeing into the barracks to monitor the inmates even when awake."And that's the more benign stuff -- albeit behavior that carries the gold-bricking public employee stereo to the level of caricature.
Especially disturbing were details of OCSD staff blatantly disregarding grand jury secrecy rules, attempting to mislead the grand jury and out-and-out lying to the grand jury. And not just by mere deputies -- but by a veteran internal affairs officer and senior OCSD officials like Assistant Sheriff Joann Galisky.
It's not enough to place then on leave while the governmental wheels of dismissal grind onward. At the very least, the D.A. ought to bring contempt of court charges against them, from Kevin Taylor on up to Galisky. A message needs to be sent, because I'm not certain the jail deputies are getting the picture: as Norberto Santana reported on Sunday, two Theo Lacy deputies brought a DVD player to work and watched a "Pirates of the Caribbean" movie in the guard station...the morning after the grand jury transcripts were released.
OCSD needs a culture change, and I'm doubtful it can take place unless the culprits up-and-down the food chain are called to account. D.A. Tony Rackauckas can be a major catalyst in that culture change by bringing contempt of court charges.

Don't forget the green gang, in effect, ordered a hit on an inmate. In the past this was called murder. The idea that green gang members can go around murdering people through proxies and not even be charged when the evidence is fairly compelling should disturb and, yes, frighten citizens. All it takes is an arrest, an accusation of porn on a computer, and wham, you're dead - and almost everybody will cheer. I'm not exaggerating. THAT's WHAT HAPPENED! T-Rack is either a coward, scared himself, or in on the scam. The idea that their isn't enough evidence given the collusion is preposterous. This is not good.

How about perjury? How about suborning perjury? How about conspiracy? How about tampering with evidence? Felonies. By his own admission Taylor was watching TV when Chamberlain was murdered less than 70' away. That's negligent homicide - even if one is so credulous as to actually believe that he wasn't a co-conspirator.
Apparently JoAnn Galisky altered evidence. At whose behest? The only person she answered to was Carona. Did he induce her to do what she did? The DA should have been a lot more curious on that point.
If Tony won't lower the boom on these miscreants then maybe he "can be a major catalyst in that culture change" by resigning himself. So far all I've seen is lame hand-wringing and whitewash.
When law enforcement (including the DA) won't apply the same code of justice to themselves that they happily do to everybody else, then there is no system of justice at all - just a bunch of hoodlums with guns - and badges.

Well said. In fact, while many are coming out of the woodwork from all around to try to ease (sneak) into the office of Sheriff via appointment, but remained silient while all of this was going on, one man stood up and has been saying all along what you just echoed - Bill Hunt.

I am not sure that Hunt is so valiant. It was during his tenure at Lacy that this culture of bullying, intimidation and abuse escalated. He did nothing to stop it then. He can't be the solution when he was such a huge part of the problem.

I will say it again to try and inculcate this into your brain housing group, Anon: Bill Hunt was THE ONLY MAN IN A PEACE OFFICER'S UNIFORM from among those who are now seeking appointment to the office of Sheriff, who stood tall and consistently proclaimed to us there was a culture of corruption in Carona's administration that had far reaching implications such as those that have come to light.
Furthermore, Bill Hunt is the ONLY MAN from among those who are now seeking appointment to the office of Sheriff, who has over two decades of experience within OCSD AND has the endorsement of his fellow Deputies to Restore Integrity and Trust to the office of Sheriff. He's the ONLY ONE who knows where the light switches are and were the personnel issues are.
Like it or not, Anon, common sense dictates, Bill Hunt is the best candidate for the job and that was supported by the voters as well in his second place finish. Recent polling reiterates the voters still believe that and would overwhelmingly vote for Bill Hunt if an election were held today.

You have to know by now that Bill has no chance of being appointed by the board. They really seem to appreciate all that Anderson is doing for them in taking charge of the jail dramas. You could learn something from his constant interaction with the board. Also, Ralph Martin appears to be a favorite, too. You can't beat the fact that he is close to Moorlach and Moorlach's pet project the OIR. Both seem leaps and bounds more experienced than Bill.
Lastly, here's a little Latin for you:

I know a person who spent three hellish months in the Orange County Jail. He has told me stories of "cars" and "shot callers" which are people and groups of people; and other weird terminology which describes inmate hierarchy. He described bully guards. One such guard, for no reason nearly broke this man's hand because he "looked at him wrong" so the guard said. I visited this person when he was in jail and saw his hand that was swollen from this incident. I am close enough to this person that he would not lie to me about this, if he caused something he would say so. He tells me that the "guards" back then (about 4 years ago)were doing the "sleeping" and not paying attention then. One guy got beat up pretty badly to where he couldn't walk. They just left him lay in his bunk. If anyone helped the man they would get beat up.
There was a huge "race war" going on between the Asians and the Hispanics. The white guys tried to stay out of it. The Blacks got beat up if they looked the wrong way. There was "no visitation" on a couple of Saturday's I tried to see him because they were under "lockdown" because of these "race wars".
He related that going out to the OC Courthouse for the different court appearances was the worst. They gave you a sack lunch with a bologna sandwhich in it which usually got taken by someone bigger than him. They sat all day in a huge "holding tank" under the courthouse that was freezing with no chairs, just some cement edges to sit on. The bathrooms were disgustingly filthy with no toilet paper. The day usually lasted from 6 or 7 AM when the Deputies would get them ready for transport on the bus to the OC Courthouse. Then they would handcuff them and take them on the bus, uncuff them in the tank where they spent the next 8 - 12 hours with nothing to drink, eat or a way to clean themselves. They were in the "tank" with every "level" of criminal, from the accused murderers to the guys like himself. Those were scary days. By the time they got back to the jail (Theo Lacey) "dinner" was over and they had to wait until "breakfast" next morning to eat.
This person was not in the best of health and began getting sicker and sicker. He was not a career criminal; but got caught up with one he knew from high school in a raid that landed him with conspiracy charges because he had stolen goods in his home. Because he didn't know this guy was doing this and the DA thought he did, he spent three months in jail. We finally bailed him out when we saw how sick he was getting. But he landed in the hospital the day we were bailing him out. So we had to wait until he was out to go get him.
He has been out, served probation and had never been in jail before nor has he since. But he well remembers the guards and we were in a restaurant one day and he saw one of the guards and he literally got sick.
I could ask him for more details but he even hates to talk about it. It was a humiliation beyond what he should have suffered for just being "unaware" or "stupid" with an aggressive DA that wanted to nail the other guy and thought this man could help him do that. The other guy was an old friend from high school who had done a lot of time in jail, and happened to see this man in the store one day, struck up a conversation with him and since they had a history of marrying their wives and having their kids and getting divorces at the same times; the other guy (in my opinion) wormed his way in to this good guy's life and screwed it up. Lesson learned. Lay down with dogs? get up with fleas.....
The good guy lost his house, and everything he had behind this jailtime. It's a very sad story, and terrifying to see what he went through. His employer knew him so well, they took him back the minute he got out of Jail. They knew what kind of man he was and that he could not have done what he had originally been accused of. Charges were dropped, a deal was struck on the "possession of stolen property" for time served and probation.
At any rate, the Deputies back then were doing what is in this report. So it kind of looks like a long standing problem.
I have heard from someone close that even after all this that has gone on as far as investigations and firing they have not changed much. Someone walking by the gaurds and happen to glance at them are targeted for slaps in the face. One person was walking with an orange in his hand back to his barracks a gaurd took his orange squeezed it on his head and then handed it back to him unprovoked. Another man was getting off the bus and was asked where he lived unfortunately for him he gave the wrong answer and was slapped in the face and thrown up against the wall. There in my eyes have been no changes. Audio taping that the gaurds control does not help the man getting a beating if the gaurds are ordering the beatings. Video that did not seam to help before. I just hope all will get better. I have mixed feelings on this I have had family members in prison and know how it works but guards need to use their "power" for positive results not to get off of doing their jobs. If god forbid I ever were to have a son or daughter in these jails I pray that they are smart enough to fight back in the right way. Not to be a leech such as Chamberlains father was. He sat and left his son in jail without any concern for him when a couple of grand would of got him out. Now his son is dead and he has 600 grand what a way to profit from your sons death.
