Proposed County Re-Organization Would Break-Up RDMD

At last week's OC Parks Commission meeting, my fellow commissioners and I received a brief briefing on the proposed re-organization of county government and how it affects OC Parks.
The giant Resource & Development Management Department will be broken up up into "OC Community Resources" and "OC Public Works."
The OC Parks Department will be part of OC Community Resources, along with OC Community Services, the Orange County Library and the Animal Shelter -- albeit all using the new "OC Whatever" nomenclature.
These will remain under Infrastructure and Environmental Services, which would be re-named "OC Infrastructure."
Here's the organization chart of the proposed re-organization, which you can compare to the present org chart.
The underlying logic of OC Community Resources grouping of agencies would seem to be grouping together county agencies that deal directly with people -- the parks, the library, etc. Which I think makes good sense.

Jubal - didn't they just reorganize the RDMD a few years back....and again before that? Why do they keep reorganizing it?
