Peggy Lowe reports over at Total Buzz that Dina Nguyen collected nearly $20,000 in donations before she was legally able to:

On the perception level, it undermines the view of of the Van Tran operation as a well-oiled machine -- or in this case, perhaps too well-oiled -- and is reminiscent of Dina's false start when she tried to complete her candidate filing.
A little more attention to detail there, gang.

The Garden Grove councilwoman running against Supervisor Janet Nguyen in the June primary picked up 14 donations before she filed the proper paperwork. The law requires a candidate to file a Form 501 (intent to run) before requesting or accepting any contributions.

It is a mere technicality that she did not file the form and it is also not a very well known or in my opinion a necessary form. The form, if you look at it, is really intended for state legislators to accept or reject the expenditure limits for their races.
I have NEVER seen a case where the candidate did not complete the form ahead of time and was forced to refund the money, nor have I ever seen any enforcement associated with this form. When the error is caught, the candidate is simply required to file the form. Someone is chriping into Peggy's ear that this is a big deal when in reality it is not.
I am willing to bet $$ that many candidates forget this form until they actually go to the registrars office and file their paperwork there.

Well, genius -- maybe because I didn't see Peggy Lowe's post until I was leaving the house for the evening. Sorry I can't be at my computer 24/7 in order to satisfy you.

Everyone knows that Tomahawk is Ray Grangoff.
I'm clearly not a Dina supporter, but this is just a rookie mistake in my view. I understand the registrar has this form signed by the candidate on the day he/she pulls papers. To the extent Dina accepted donations prior to then, she probably erred. But as long as the donations are properly reported and disclosed, I'm not going to get too worked about this.
Dina is supposed to be a lawyer, yet her first action as a candidate is to break state law! It looks like Janet may be elected outright in June after-all.
Many of Dina's donors have been reporting in that Janet Nguyen has been calling up to harrass and using strong language against them.
A number of these people are feeling threantened by Janet Nguyen and may want to contact law enforcement because of these intimidation tactics. It would be wise that Janet move on and stop harrasing Dina's donors before an incident becomes public.

Don't be so sure about that. Do you remember that Janet got fined last year in hiding an illegal defense fund? Let's wait to see who will win outright on June 3rd.
Dina is becoming a fast OC political celebrity figure and I am proudly supporting her.
Many republicans are eager to make contributions and vote for Dina in this Supe. election.
Actually anon @ 9:53 I have heard rumors like this about Janet for years. I do know that when Dina was running for council some of this was rumored to be happening as well. Unless someone comes forward, no one will ever truly know.
Dina is a laughing stock, being used by Tran and his group. She is making herself liable to legal action and losing her law license. Not too smart on her part.
Vietnamese donors have been calling into Dina's camp within the last 24 hours saying that Janet Nguyen has been phoning them and issuing veiled threats and being extremely confrontational.
Janet Nguyen should be very careful by staying well within legal boundaries and cease from doing this, immediately. She will be reported to the police by the donors if they or their business feel threatened or intimidated by her.
Desperation and fair competition is one thing, but crossing the legal line in fund solicitation is another matter totally.
Anonymous - calling Dinas office is all well and good BUT if this is happening they need to file a complaint with the DA's office, call the paper, and go on record stating that this has happened.

I have been running this blog for nearly 4 years, and have read literally tens of thousands of comments. And the comments made by the pro-Dina and anti-Janet commenters are easily the stupidest I have ever seen.

I must say these threads don't seem to meet the same level of quality or even button pushing sarcasm as the rest of your site.

I am a huge fan of this blog. I understand your posts are intended to be informative and for the most part are: but a little entertainment goes a long way. So, let the Nguyens go at it !!!!!!!! It makes good reading, fun, and some comic relief during the tough days at the office. In fact I think Janet and Dina should sponsor a mud wrestling match as a fund raiser and split the proceeds. It would be a "Nguyen-Nguyen". They both would make some money and the rest of us would continue to be entertained.
