Mimi Walters Introduces Voter ID Bill

SACRAMENTO - Today, Assemblywoman Mimi Walters (R-Laguna Niguel) introduced Assembly Bill 2317. AB 2317 will require voters to provide proof of citizenship when registering to vote.

Walters' bill requires those registering to vote to provide any one of the following documents proving citizenship:

  • A valid birth certificate;
  • A United States passport clearly showing the applicant's passport number;
  • United States naturalization documents, or official certificate of naturalization from the government of the United States and verified by the U.S. Citizenship and Immigration Services; or
  • Any documentation as specified in the Immigration Reform and Control Act of 1986 (P.L. 99-603).
"Fair elections are critical to the confidence the public has in our representative government. In order to ensure that each citizen's vote counts, we must ensure that others who are ineligible do not vote fraudulently," said Walters. "AB 2317 is an important step in ensuring free and fair elections."

In 2006, Walters introduced a similar bill, which would have required identification at the polling place. AB 1855 was defeated in the Assembly Committee on Elections & Redistricting by a party line vote.

It conflicts with federal law. It also sets up either a) a typical Sacramento politican's unfunded mandate on local governments or b) if the State is found to have to reimburse the local governments for reviewing, keeping, filing, storing for at least two years and destroying the birth certificates, citizenship documents, passports and other documents that might get sent in, then Walters is supporting raising taxes or fees to pay for the reimbursement because with $14 billion in red ink floating there is no money to pay for this without raising revenues. Mimi the taxing Pander Bear--I like the ring to it. I bet Harry likes it also.

Here's a thought Mimi--if you are truly concerned with some non-citizen registering to vote(and this bill would do nothing about any non-citizen currently registered)than if you have any evidence this is happening, get the evidence to Tony Rack and hold a press conference demanding he prosecute the offenders.You can get a good mailer out of that pants drop. But in your effort to feed the base beast so as to get up on Harry, spare us the expensse and drama of a bill with no class and no chance. This kind of panderbearing occurs on both sides of the aisle but this one is a piece of work.

Mimi Walters should be commended for introducing this outstanding legislation. I only wish it went even further and made it a felony for an illegal alien to attempt to register to vote, or for someone to assist an illegal in attemtping to register.
