OC Sanitation District Passes Big Rate Hike Thanks To Rose Espinoza

I spoke with Orange Councilman and OCSD Director Jon Dumitru, who's beeen leading the fight to stop what he maintains is an unnecessary rate increase.
The hike needed a two-thrids affrirmative voted to pass -- and the first motion to approve the hike failed by a single vote. 16 directors voted in favor of the increase and 6 voted against with a single abstention: Rose Espinoza.
Espinoza then asked for re-consideration, and changed her "abstain" to "yes" -- providing the additional vote necessary to pass the rate increase.
I know who four of the 6 votes against the rate hike were: Dumitru, Anaheim Councilman Harry Sidhu, Fullerton Councilman Don Bankhead and Joy Neugebauer of the Midway City Sanitary District. I'll add the other two anti-rate increase directors when I find out who they were.
Santa Ana's Sal Tinajero voted for the rate increase, which should give the Orange Juice guys some fodder.
Interestingly, neither Christina Shea nor Steven Choi were there. Thanks, guys!
Condolences to Rose Espinoza, who obviously hoped to skate by with an abstention and let the other 16 pro-hike directors take the heat. La Habra voters should think of their mayor each time they pay their newly increased San District fees.
UPDATE (10:38 p.m.): A commenter posts that Garden Grove Mayor Bill Dalton and Placentia Councilwoman Connie Underhill were the other two anti-rate hike votes. Kudos to them!

I'm going to let Christina and Steven know they could have been the votes to stop this tax. Is it possible to have another reconsideration of this vote at the next meeting?
I think Norby and Shea skipped this meeting on purpose to avoid taking a position.
Normally, you don't miss a meeting like this.
Steven Choi is Christina Shea's alternate and he didn't show up. Both Chris Norby and his alternate - Janet Nguyen - didn't even bother showing up.
What's the point of having Republicans in office if they either raise our taxes or shy away from voting against them.
Chris Norby and Shea skipped out because they knew the right thing to do was to vote "yes" yet they didn't have the guts to do it ...so they hid.

Jubal---There's no question Rose Espinosa would get some feature attention on this big hike since she tried to duck it but then ponied up to cast the key vote.
But had Christina Shea or her alternate Steve Choi not dodged the vote Rose's vote would not have mattered. The tax would have been defeated. Well Alan, there's your conservative leadership in Irvine for you. I suspect the dodge will give Dan and the Blue County Gang some fodder.

This vote should be challenged!
Rosie did not vote the first time, and did not have the right to make the motion to re-consider. Only the brave tax protectors had that right. This vote should be overturned.
Disapointed that Rosie succumbed to pressures after the first vote was taken. She's brand new on this board replacing Anderson. To abstain because she did not have all the data and time to research would seem viable.
The real disapointment is Shea, Choi and Norby, Nguyen. These call themselves conservative, then skip the vote that matters most. How long will we let these people get away with calling themselves one thing then acting very non-conservative.
We need to focus on those directors who are up for election this year and let them know that their vote(s) will not be forgotten.

If Christina or Chris had been there, the increase presumably would have failed, and I'll put in calls to find out why they weren't there.
But at the end of the day, the hike increase was approved because Rose Espinoza provided the passing vote. She could have let if fail due to her abstention, but she actively sough a re-vote in order to approve it.
I don't think you can equate Shea and Norby's passive failure to be there with Espinoza's active role in approving the hike.
Shea and Norby are just as guilty as the members that voted no. Their "passive failure to be there" had the same result as "Espinoza's active role in approving the hike". Shea just lost a very active walker and I am sure alot of other conservatives feel the same way.

Choi who was director last year voted for both the rate increase and the pay increase. I don't know what Shea's position was, but she should have skipped the dinner and done her duty and protected OC taxpayers.
Norby was on record as supportive. He also supported the stipend increase. This was just a political duck and cover drill, too bad!

Jubal how much responsibilty will you lay at the feet of those Republicans who voted in favor of the increase in relation to Rose Espinosa's vote?
And yes I really want a clear unspun answer to this question please.
Will you demonize the so called "Republicans" who voted in favor of the increase? Will you put thier picture up on the blogs and villify them? I hope you do because as a Republican I want to know exactly which turncoats and posers I will vote against in November.

You're the one injecting party affiliation into this issue, not me. I haven't mentioned Espinoza's party registration.
I pointed out that She annd Choi -- presumable "no" votes -- were no shows when the rate increase passed by a single vote.
And that vote was Espinoza's. She wasn't a wall flower. It was her active intervention that changed the outcome. Her change from abstention-to-yes clearly distinguishes her as the active agent permitting the rate increase to pass.
Will you guys just get over it and worry about more important issues like Obama becoming our next president! Can't you all afford to give up one of your fricking Starbucks each month?
How much has your electric bill, phone bill, trash bill, water bill, cable bill, gas and gasoline bills went up this year? I bet each of them went up more than 20 bucks. Stop screaming about a 10 percent increase or a 65 percent increase. Say what it really is! $2 per month. Stop making the numbers scream oh my God the world is coming to an end! $2 bucks. A fricking 6 cents a day! Get a life people!!!!

I'm not so sure of that.
It was stated by staff that this was needed to ensure adequate reserves among other things.
Fee's MUST be used to address specific tasks.
Fee's may NOT be collected to address reserve levels.
This "fee" stinks.
