AOCDS Opposes Jack Anderson's Jail Staffing Proposal

Kudos to Peggy Lowe over at Total Buzz for reporting on this issue first. Two days ago, the Association of Orange County Deputy Sheriffs sent a letter to Tom Mauk and Jack Anderson stating that the Acting Sheriff cannot unilaterally move ahead with his plan to replace deputies in county jails with correctional officers. The plan must also be agreed to by the union.
I've long heard that the law enforcement union is vehemently against the possible appointment of Jack Anderson as Orange County Sheriff-Coroner. If this is true, surely they will not give Anderson a free pass on anything.

The outsourcing plans fails to address the core issue of why the plan was even presented. In business, outsourcing is generally looked upon in favorable light when there are not enough internal resources (money, manpower, or expertise) to justify a cost.
I would challenge anyone to argue that hiring non-Sheriff officers to oversee the Jail would produce a better trained staff than is currently in place.
Let's not forget the intangible benefits of Sheriffs working in the Jails. Valuable training and experience with criminal gangs that can be used outside the jail while on patrol will be lost.
So the only rational reason is money. OK, I will buy that. But how can an outside company do it cheaper? Let's be real about this. They can do it cheaper because they don't pay as well as the Sheriffs for one and they don't have the overhead.
I for one don't want the cheapest doctor operating on my kids nor do I want the cheapest Jail staff watching the counties hardened criminals. Some things you just shouldn't compramise on. ESPECIALLY when there are answers already out there.
I read the article about Assemblyman Van Tran's proposal to address the Illegal immigrant problem in the jails. Finally some reason in this matter. Why not follow Mr. Tran's lead and start by cutting costs by supporting Mr. Tran's proposal.
The point is we should look at alternative cost cutting measures that do not diminish the quality of protection we get in the jails or from future Sheriffs.

Why would a Deputy want to spend more than 10 years working in the jail? Unless that's what he or she signed up for, then fine, but most are eager to hit the streets. That's what a huge majority of our training is for. I think Anderson is proactive to look at ways to save money for the Department as well as get those of us who didn't sign up to be a life-time corrections officer, out on the street.
You know AOCDS is going to do everything they possibly can to cut down Anderson and elevate Hunt. Hunt will give AOCDS everything they want, so of course they want him in. Anderson will not give them a free pass and they know it.
My thinking is that first there has to be better jail management in place. Otherwise the less qualified corrections people will be mismanaged. I don't believe that the AOCDS is doing this to malign Anderson but to preserve it's base of qualified personnel in the jails. They probably don't like Anderson because of his self professed admiration of Carona even after the indictment. Not to mention his staunch party affiliation. What Anderson proposed has been floating around for decades. It's not new or innovative. It's knee jerk politics.
Hilarious! AOCDS is totally trying to malign Anderson. Why then did they do a public poll that was so obviously slanted against Anderson. They had a well-known past history of being extremely derogatory towards Doug Storm, but they even described him positively, as a budget expert, who saved the County big bucks. They just said "Carona, Carona" to describe Anderson. He fared well at the beginning of the poll until they projected negative Carona sentiment and then mentioned Anderson in the same breath. How would have the numbers changed if it was also mentioned that Hunt was promoted by Carona as well? Hmmm, I guess they had their end result in mind when carefully crafting their unfair and partial poll.
AOCDS has always been vindictive. I remember letters to the Board (even before Quint) where someone would express their disagreement and why about an issue. The reply would be so nasty and hostile. I guess that's one way to keep others from voicing their opinions. I just always thought there could have been a more professional way to handle it, than slamming a person down.
I think they are wanting to keep their strength in numbers, not worrying about their Deputies who will be spending most of their career in the jail.
I believe I read that Anderson graciously said that Carona had done much good for the Department. How soon AOCDS forgets how much was accomplished for the staff and public as well under Carona's leadership. I don't know what will happen with Carona's legal issues, but at least give credit where credit is due.
In case you haven't looked around lately, Orange County is a Republican County. I commend Anderson for getting involved and volunteering his time for the betterment of his community. You make it sound like something bad to be a Republican. Anderson is about the most fair and honest person you'd ever want to meet.
Gimmeabreak! I'm glad you are amused easily. Aside from the "unfair and partial[sic] poll" what about the poll of the individual deputies? Forget about the Association management. The "Carona, Carona" mantra is a well known fact. Because of that I think Anderson is tainted goods. I'm sure Anderson is a nice guy but so is Carona. I like Hunt and Walters both of which ran against Carona but I don't know much about the other fellows. Hunt, however paid the price. The Deputies are not dumb as you infer and they could apply at any other agency they want. There are openings everywhere. The Sheriff's Department is not unique to staffing problems. As for credit, I have a real problem with giving "Team Forever" any credit whatsoever for smearing the Public Safety reputation of this County. So. Give me a break!
Richard Rios,
I challenge you to prove your:
"Let's not forget the intangible benefits of Sheriffs working in the Jails. Valuable training and experience with criminal gangs that can be used outside the jail while on patrol will be lost."
How about all the other cops in OC who have never worked jail? Do you think they are inferior because they "...lost valuable training and experience..." due to their working for police departments???
There is absolutely no justifiable reason to have sworn deputies working jails. The trend is to cut costs by hiring non-sworn personnel to work jails.
I am not a fan of Capt. Jack and I do not want him to be my Sheriff but I do agree that it is a waste to train deputy sheriff's and then set them in the jail for umteen years. It is a colosal waste of money. Hire them as deputies but provide just enough training to make them jailers. Pay them a lessor wage. When there is a vacancy for patrol they can apply for the real academy and complete the training. If they fail the field training they can demote back to jailer to quit. It is a waste to put a fully trained deputy in jail for 6 or 10 years.
I might add that I'm not against the thought of correctional officers at some point just the unprepared and poorly thought out manner in which it was proposed. This decades old idea was blithly tossed out there by a part time unelected official with nary a thought of the legal consequences or the ability to follow through. That is not good management. As I said, it is knee jerk politics. The letter of AOCDS mentions a precedent setting California Supreme court case which interprets the California Government code. If you do not follow the proper chanels that could mean moral problems and a litigation morass which could cause taxpayers big bucks. Not smart at all
In Jack's attempt to show that he can lead, he has done just the opposite. He has reveled himself as a self-serving oopotunist will little or no understanding of how to implement change. He is not a leader, but a pawn.
My 1st choice for Sheriff = Jack Anderson
My 2nd choice = Paul Walters
They would both do good things for our department. I sure hope either one gets the job... or else retirement keeps looking better and better.
Best of luck to Anderson and Walters!
