This has got to be the most bizarre legislation passed by the California State Legislature in the previous session:
Sperm cleansing: Legislation by Sen. Carole Migden, D-San Francisco, allows sperm from a man with HIV to be used to artificially inseminate a wife or partner who does not have the disease if the woman consents and the sperm is processed to minimize the possibility of infection.Migden is facing a primary challenge from Assemblyman Mark Leno, so it could be a reason why she's introducing all of these loony bills to keep her left flank happy. Anyway, I don't know which is worst, another 4 years of Senator Migden or a fresh 8 with Senator Leno, who is infamous among the GOP activists for his authorship of the gay marriage legislation.

This one may not be quite as crazy as it sounds. I (vaguely) recall that some prosecutors have theorized that engaging in unprotected sex when one knows that one is HIV positive amounts to assault with a deadly weapon (or some similar-sounding criminal offense).
I heard this legal theory in the context of trying to enforce quarantine on certainly highly-irresponsible individuals, but perhaps case law had progressed in this area such that bay-area fertility clinics wanted some legal cover
... or maybe Carole Midgen is simply insane. Tough to say.
