OC/DC: Groundwater Replenishment Earns NYTimes Coverage

Orange County's recycled water underground injection plan (which sounds strangely similar to plans laid by various James Bond and Austin Powers nemeses) gained some prominent attention in the New York Times today. A link to the coverage is here.
While the concept receives positive coverage, not covered outside one or two quotes from industry consultants, is the issue of ROI. And while water delivery is challenging in a true market rate environment (without subsidies), it's certainly an issue that will be at the forefront of policymakers' discussions as Southern California anticipates another 10 million residents over the next 50 years.
