OC GOP Central Committee Votes To "Oppose" Sheriff Hutchens On Her Restrictive CCW Policy

The OC GOP Central Committee voted 41 to 14 last night in favor of a resolution that rebukes Sheriff Hutchens on her restrictive CCW policy.  The original subcommittee language of "no confidence" was amended to read "we oppose her CCW policy".  Although the debate got heated, it was handled with a sense of fairness and decorum.  In the end, everyone got to have their say and a strong resolution was passed. 

During the debate, there were numerous hurdles that the resolution had to go through to get to the final product.  The first was an amendment by Anna Bryson that stripped out all language referencing Sheriff Hutchens.  This amendment was tabled.  The next hurdle was an amendment by Chairman Baugh to modify the resolution's enabling clause.  His amendment struck out the "no confidence" language and replaced it with "oppose".  A motion was made to table this amendment.  It failed.  Then the debate started with three speakers speaking on behalf of the resolution and three opposing it.  Speaking for the resolution were Bruce Whitaker, Kristine Alonzo, and Craig Alexander.  Speaking against it were Don Daucher, Norm Dickinson, and Jack Anderson.  The resolution passed by 41 to 14 as amended.  Some notable NO votes came from from Cong. John Campbell's alternate Lou Penrose, State Sen. Mimi Walter's alternate Kat Vermeil, and Cong Ken Calvert's alternate Ann Rommel.  

Here's the final version of the resolution: 

Whereas, the Republican Party of Orange County firmly supports the positions outlined in the California Republican Party platform which declares:

“The United States Constitution guarantees the right of its citizenry to keep and bear arms. One of the first acts of a totalitarian society is to disarm its people. California’s gun control laws only serve to disarm law abiding citizens, not criminals. We oppose any further gun control legislation and support the right of all California citizens to own and bear guns and ammunition for any lawful purpose. We call for statewide legislation to allow qualified law abiding citizens in California to carry concealed weapons. We support allowing citizens to use deadly force to protect lives and property. We also support including all of these rights in the California constitution.

Finally, we call for the elimination of waiting periods to purchase firearms and instead support complete implementation of instant background checks.”

And whereas, the Republican Party of Orange County supports and promotes principles of limited government, individual responsibility, and the defense of freedom with fair and equal treatment of law-abiding citizens; and

Whereas, the Sheriff of Orange County, a registered Republican, recently launched efforts and policies to retroactively review, revoke, expire and eliminate several hundred previously issued and valid carry concealed weapons permits or CCWs, adversely affecting permit holders.

Whereas, these revocations without cause, violate an agreed-upon contractual relationship for a defined period of permitted use between the Sheriff’s Department and CCW permit holders, resulting in a limiting of freedom and abuse of discretion by an officeholder.

Whereas, the Sheriff claims she is merely following “the law” yet Sheriffs in California are empowered with wide discretion regarding issuance of CCW permits, and Orange County recently ranked 43rd of 58 California counties in CCW permits issued per capita; and

Now, therefore be it resolved that the Central Committee of the Republican Party of Orange County opposes the CCW policy of the Sheriff and urges the Sheriff to revise her policy. 

The Central Committee also urges the California legislature to adopt AB357 to make California a “shall issue” state as it relates to the citizens right to carry a concealed weapon.

Some more notable"Noes" came Villa Park Councilwoman Deborah Pauley, Cong. Ex Oficio Member Rosie Avila's Alternate, Virgina Hart, Saddleback College Trustee Nancy Padberg as well as a few other women members of the committee. The common thread here? All are CWLA supporters who place the election of a woman - any woman - to office above the principals of the Republican Party Platform. These women along with Mimi Walters and her Alternate ought to be ashamed of themselves!  Shame on the lot of them!

Kudos to the numerous CRA members of the Committee who stood in unison in favor of the resolution.  Deborah Pauley of Villa Park was the only turncoat out of this group (which is no surprise as she is proving herself willing to say and do anything to further her political "career").  And kudos to the rest of the Committee who voted in favor of the resolution.

It felt great to be a Republican again last night...

Gun Control

 I believe this is the beginning of the end for Sheriff Hutchens and coat hangers like Jack Anderson. This guy speaking as a private citizen Republican supporter, obviously sent there by special interests within the sheriff office, was self serving, and further more in my opinion, just did him in career wise. We will see the "Finale" in 2010. Republican party or not, she will very likely not be re-elected, she will go! ...."I vas only following zet orders" is no longer an excuse!

Enough with the scarlet letters already. Naming alternates and condemning them for their vote is ridiculous. Alternates are not always voting their conscious but rather the will of their member. Shame on you witch hunters.

I understand that may be the case.  It's one more core issue where John Campbell is off the reservation on the party platform.  First he votes for the TARP bailout and now this.  He's now on record as opposing CA going to "shall issue".

Sherrif opposed by GOP

Thank you Allen for your accurate re-cap of the events last night. The only part you left out was that Jack Anderson almost started crying when he realized that he was not going to be able to deliever for his boss.  Seems to be a nice fellow and might be a good cop but he shouldn't try to debate or speak in public.  I was most impressed by Ms. Kristine Alonzo..There's nothing like a pregnant woman standing up for gun rights...I hope she gets into a leadership position soon.

"Scarlett letters?"  LOL!  We did a standing vote that was open to the public. Nothing "Scarlett" about letting those not in attendance know how their Elected Members (or their Alternates) voted... 

It's a fact some in CWLA were making phone calls to certain Members to sway their votes.  And, if an Alternate didn't want to vote against the resolution, all she had to do was not show up to the meeting or excuse herself for a bit until the voting was over.

One last thing, why would you refer to those women as "Witches?"  They were merely voting their lack of conscience in blind support of a fellow woman...  ;-)  LOL!!!

Scarlett Letters

The Alternates we are talking about are not only women.

The Alternates were voting for their bosses in many cases. Changing the vote of your member and in some cases boss is wrong.

All I am saying is, attack the member but not their alternate.

You guys won. It was a good victory. I even applaud it. But don't sour your victory by attacking people who were simply doing their job. Attack their members who instructed them how to vote.

Where are the "attacks" the

Where are the "attacks" the last poster is talking about? I'll I see is the posting of some of the members who are CWLA supporters. I totally see the connection and I appreciate the insight as I now know who I definitely won't be voting for in Villa Park. The argurement about the Alternates is a weak one. They are individuals and vote their conscience as well. If they don't like what they're being asked to do they can simply tell their member they will abstain on the vote. No one is putting a CCW gun to their heads to force them to vote against their will :-)

OCSD Accountability

Necessary but not sufficient - OC GOP Central Committee apparenlty has not taken a position on OCSD culture and accountability.  Letter to the OCBOS has been met with silence - shall publish shortly.

In other words, the OCSD is watching you - Who is watching the Sheriff?

Republic made E-Z

This is a great victory for the Constitution of the United States of America and it's attendant Bill of Rights.  Those who oppose the right of individual citizens to keep and bear arms need to reconsider their patriotism, education and geography.  There is no more basic privilege than the ability to protect one's own right to free speech.  History has proven without exception that where guns are controlled they are soon after collected.  Once guns are collected there are no constraints on government.

A W is a W even if it was watered down

While I wanted to see the resolution passed as it was written and submitted to the resolution committee, the resolution committee did a good job of editing it and getting full support from all of it members. They should be proud of their work and Allan and Bruce should be commended for their roles in that. Special nod to Ms. Kristine Alonzo as well.

Like so many things today, it was watered down before the full assembly. I fully believe that Republicans should clean their own houses of those who refuse to act like they care about making sure that enumerated Rights are a matter of importance. It is a matter of personal ethics of the membership and they should remove all doubt that this sheriff isn't living up to the standards of the party she seeks support from. As well if you can’t clean your own house, then others will and that erodes faith in the party as a whole. If you don’t believe this, just look at the previous election cycle.

The arguments against the resolution last evening were weak at best, and certainly didn't sway many, if any fence sitting votes. Without calling out individuals, they were either too emotional, had too much baggage and/or couldn't make a point that was germane. Beside, they were betting on a three legged horse in this race.

Those who spoke in favor of it, had a great deal more in their favor to begin with and did their level best to deal with the facts rather than the emotional pleas or ramblings of their opposition. The Ayes certainly carried the day and frankly the amount of debate on the issue was unbelievable from my perspective. However at the end of the evening a win is a win.

Let there be no doubt Sheriff Hutchens has not only dug a hole big enough to swallow her up, she willingly has jumped into it, of her own free will. She didn't have to expire early, she didn't have to bring down a huge crowd to the BOS meeting, she didn’t have to waste so much of everyone’s time and efforts and she didn't have to walk through the mine field she has run into willingly. She has chosen her path, all on her own. It's time for the rest of us to choose ours.

What is really a shame in all of this, is the lives that have been adversely effected by her actions. Those who have had their time, money and attention diverted from productive use, had their lives turned upside down, or their lives put into potential jeopardy and in many cases their employment put in jeopardy by her unnecessary actions. It’s also a shame that the faith in an institution has been called into question by the actions of Sheriff Hutchens and those she hired on her team. The public faith issue is one that will outlast her term in office.

Good Reminder

Carl reminds us all that for many, this is not an academic issue. Those who have had to surrender their CCW, or been revoked have now experienced the further insult of having those elected to public office vote to protect their own careers, over defending the rights of the citizens, and the platform of their own party. What a disappointment to realize that politicians have little regard for the citizens and will not defend them.

This was a chance for public servants to vote on behalf of their constituency, not against the clear will of the people. This vote did not put Hutchens out of office, or jeopardize her employment or life. It was a statement of agreement with the GOP platform. If elected republicans cannot agree with the party platform, then they are not serving as republicans and should be suspect within the party. Hutchens, who just became a republican within the last year, has put many in the party in a tough spot. Due to her stubborn refusal to amend either her policy or her method of dealing with what she considers a problem, she is forcing the hand of others. Now we know who will stand with the party, the Constitution and the People. This is not a witch hunt, it is a threshing – the removal of the inedible part of the wheat before processing. People are elected to represent the citizens, not rule them. Until things change, their jobs are temporary and can be terminated for poor performance.

The meeting

I was present...a couple of things come to mind: 

Instead of all the women on the OC GOP who place their gender above the importance of our values of the party platform...it seems to me that Kristine Alonzo embodies the ideals of the party far more than the pink-ribbon thumping women who spoke against the resolution.

Shoot - even with 3 kids, I'd consider going out with her if she were single :)

Seriously - I was ashamed to be a Republican last night during substantial portions of the meeting.  The amount of demagoguery demonstrated by Jack Anderson was obscene.  The lack of testicular fortitude by Mr. Baugh was shameful. The selling out of the party by people like Mr. Don Daucher, "Law Professor", who writes that "Obama was Elected by Majority, we should give him the opportunity to Carry out his plan" and having him speak on behalf of the party are ...really sad.  Now officers of the GOP think we should support Obama's plan?  What's next?  Have the party officers volunteer for ACORN if it gets out the female vote? 

Time to take our party back...

Funny Parallel

I was thinking about this issue last night and the thought occured to me that Sheriff Hutchens reminds me off the mother in the movie "Christmas Story".  I can see her telling little Ralphie that "he might shoot his eye out" because guns are so dangerous, LOL.

The right thing happened

The right thing happened Monday night.  It's always good for the Repbulican Party of Orange County Central Committee when its Members do the right thing by following the rule of law and adhering to Party Principals without waiver.

I wholeheartedly agree with "Central Committee Member:" 

It DID feel good to be a Republican again after passing that resolution!

We must get the word out of the action we took so that at least in Orange County, Citizens can have hope that the OCGOP is serious about getting its Elected Officials to staunchly support solid Republican Principals of individual rights, strong families, ethical governance and lower taxes.
