40th Assembly District: Will "Sex Offender" Charge Make A Difference?

On the surface you have to wonder about the GOP Primary in the 40th Assembly District. It is a "challenging" district geared toward easily electing Deomcrats.
Yet the competiton to be the GOP standard bearer is as ugly as any other race ot there. The GOP side features Armineh Chelebian, a local Neighborhood Council Member and officer in the LA County GOP and Piano Teacher Ken Sherman.
The original concern is that the "American" sounding name of Sherman would beat the long time activist.
Now the race has gotten ugly over what may or may not have happened in 2003. An Arrest Report is circulating that shows that Sherman was arrested for exposing his private parts.
The case was dismissed. But he did plead no contest to obstructing a public place. How they are related I have no idea.
Needless to say, this information has made the race with the limited group of Republican activists very nasty.
I asked Sherman for a response. Other then threatening me or others, he really doesn't explain the charge. He asks if I think he was convicted of a felony? I don't I just have the one record about the lesser charges.
I don't know what's going on, but an explanation is still in order.
