News 10 Says Lincoln Residents Upset at Pay Raise for City Manager

Local ABC affiliate News10.net has a story up about Lincoln residents being upset about a payraise for relatively new city manager, Jim Estep. Now I can understand that, at a time in which all California cities are struggling with finances, and particularly in Lincoln, whict had to cut $1.5 million from the budget including 5 police officers, that people may be upset.
