According to an article in today's Lewiston Morning Tribune, the Idaho Senate has approved a bill allowing for water to be sold across state lines, specifically to allow Moscow to sell water to the Hawkins Companies in Whitman county.

Sen. Elliot Werk, D-Boise, asked whether the bill would somehow "circumvent the will of the Whitman County citizens, by providing water and allowing this development to proceed." He also questioned whether Washington residents would have any further say on this issue.

Considering that the City of Moscow, Idaho spent two years trying to usurp the authority of Whitman County, Washington by appealing the water rights of the Hawkins Companies and the City of Colton, Washington that were granted by the Whitman County Board of Water Conservation and the Washington Department of Ecology, it seems a little late to worry about "circumventing the will of Whitman County citizens."  If the will of Whitman county citizens had been allowed, the Hawkins development would be open and operating and the infrasture bond wouldn't have been necessary.
