In a time when folks are paying a lot of attention to how ineptly the DoD has managed contracts in Iraq, we should be paying similar attention to CSU it seems. 

There are two sides to any story like this of course. But contracts that don't face competitive bidding are naturally more suspect, deserve lots of extra scrutiny, and should only be used in very special circumstances.  This CSU contract has a bad smell to it--there are LOTS of labor consulting firms out there, and it is very hard to believe this one firm had such special abilities no other firm could reasonably compete.
