Scrivner favors Sales Tax?

Bakersfield City Councilman Zach Scrivner was asked on KERN 1410 this morning if he favored the proposed 1% sales tax increase.
His definitive response was , "I cannot give a yes or no answer.". Well, is it Yes or No, Mr. Scrivner?
Hopefully, the Board of Supervisors stops this flawed proposal.
