Councilmember DeMaio was astonished to discover today that nearly 1500 city employees in the Water and Wastewater Department will receive bonuses in the coming weeks valued at between $1000 and $6200 each. That's on top of their existing salary and benefit compensation packages.
The bonuses are being provided under the "Bid-to-Goal" program -- which while laudable in concept is being implemented with several problems. A recent independent audit showed the program overstated achievement of performance goals in numerous cases.
Today at a meeting of the City's Audit Committee, he requested additional justification for these bonuses -- specifically an accounting of how the cost savings were calculated to pay for the bonuses. He is also asking the City Auditor to initiate a comprehensive performance audit and evaluation of the entire program.
